Director, Oversight & Governance

The Corporate Project Management Office (CPMO) ensures strategic intent is translated into measurable outcomes by transforming and uplifting MLS investments - from a delivery-focused approach to a value-driven mindset. Through enterprise-wide ideation, prioritization, and value capture, CPMO enables alignment, transparency, and strategic execution across Manulife Singapore.

 

The Oversight & Governance Director supports the Corporate Project Management Office (CPMO) by providing analytical, reporting, and governance support across strategic initiatives. This role ensures data integrity, facilitates compliance with delivery frameworks, and enables insight-driven decision-making through dashboards and performance metrics.

Position Responsibilities:

• Establish, communicate and ensure adherence to business case and governance frameworks and standards

• Develop and maintain dashboards and reports to track initiative performance, delivery metrics, and benefit realization.

• Support governance processes including stage gate reviews, compliance checks, and risk assessments.

• Analyse project and portfolio data to identify trends, risks, and improvement opportunities.

• Collaborate with Portfolio Managers and Project Managers to ensure accurate and timely data capture.

• Maintain documentation and templates aligned with CPMO standards.

• Conduct periodic audits and ensure compliance with CPMO governance standards, policies, and regulatory requirements

• Assist in preparing executive-level presentations and reports.

• Elevate PMO practices through continuous improvement and optimization

Individual Accountabilities:

• Governance Framework Implementation

Establish and maintain standardized business case and governance frameworks, ensuring consistent application across all initiatives.

• Compliance Monitoring

Conduct stage gate reviews, compliance checks, and risk assessments independently, escalating only when thresholds are breached.

• Performance Reporting

Develop and maintain dashboards and reports that accurately reflect initiative performance, delivery metrics, and benefit realization.

• Data Analysis and Insight Generation

Analyze project and portfolio data to identify trends, risks, and improvement opportunities, and provide actionable recommendations.

• Documentation Management

Maintain and update CPMO templates, documentation, and records in alignment with governance standards.

• Executive Reporting Support

Prepare and contribute to executive-level presentations and reports, ensuring accuracy and alignment with CPMO messaging.

• Data Integrity Assurance

Ensure timely and accurate data capture in collaboration with delivery teams, validating inputs for reporting and governance purposes.

Key Shared Accountabilities:

• Collaborate with Portfolio Manager to ensure accurate reporting of initiative performance and strategic alignment.

• Work closely with Project Managers to gather delivery metrics and support risk and issue tracking.

• Partner with Finance, Business and Strategy teams to validate benefit realization and investment value.
• Support CPMO Leaders in preparing executive dashboards and governance materials.

Required Qualifications:

• Bachelor’s degree in Business Administration, Information Systems, Finance, or a related field.

• Preferred: Certification in Project Management, Governance, or Risk Management (e.g. PMP, PRINCE2, CGEIT)
• 5–10 years of experience in a PMO, project governance, or business analysis role within a corporate or enterprise environment.
• Proven experience in:

• • Implementing and maintaining governance frameworks and standards.
  • Conducting compliance reviews, stage gate assessments, and audit support.
  • Developing dashboards and reports for initiative performance and benefit realization.
  • Analyzing project and portfolio data to identify risks and improvement opportunities.
  • Supporting executive reporting and stakeholder communications.

•  Skills and Competencies
  • Strong understanding of project and portfolio governance principles.
  • Proficiency in reporting and visualization tools (e.g., Power BI, Tableau, Excel).
  • Familiarity with project management tools (e.g., JIRA, MS Project, Clarity).
  • Excellent analytical, documentation, and communication skills.
  • Attention to detail and commitment to data accuracy and compliance.
  • Ability to work independently and collaboratively across cross-functional teams.
  • Knowledge of audit processes and regulatory compliance standards.
  • Passionate about modernizing PMO practices, leveraging on adoption of emerging technology
