Lead Operator

Performs office work related to the department and is responsible for supervisory work of a complex nature relating to operation of the Village’s Water Treatment Plants. Responsible for overseeing a staff that performs the safe, effective and uninterrupted operation of filters, pumps, mechanical and automatic controls, chemical application and other equipment. Performs related work as required. Provides substantial input, and that input is given substantial weight, in decisions regarding the hiring, firing, promoting, and/or demoting of employees that the position supervises, which typically numbers between 8-10 employees.  Reports to the Water & Sewer Superintendent.

• Ensures staff maintains the appropriate chemical balance in the water treatment plants. 
• Supervises and disciplines departmental employees and evaluates their performance. 
• Interviews and hires employees for the department. 
• Responsible for investigating, checking and arranging for the repair of the pumping and treatment machinery and equipment as required. 
• Responsible for the adequate supply of water and therefore may increase the immediate measurable supply for an indefinite period as required. 
• Supervises the performance of laboratory tests and the collecting of samples relating to water purification.  
• Maintains records and makes reports as required. 
• Develops and maintains a safety program and trains all workers on the safety program.
• Makes budget recommendations to the Superintendent and performs other related work as required. 
• Ensures regulatory compliance throughout the entire water production and distribution system. 
• Determines the working hours and shifts for the water treatment operator for the department. 

Graduation from high school or vocational school supplemented by college level related courses. Employees must possess a State of Florida Class A Water License.

• Must possess practical and supervisory experience in the operation of electrical and mechanical water treatment equipment.  
• Thorough knowledge of the chemical and physical processes involved in the treatment of water.  

• Thorough knowledge of the hazards to health and safety involved in water treatment work and the ability to apply and train others in proper safety measures. 
• Ability to organize, supervise and inspect the work of skilled and semi-skilled personnel performing varied labor operations.
• Ability to keep records and prepare clear and concise reports on plant operation. 
• Considerable knowledge of the principles of chemistry as used in the chemical and bacteriological analysis of water samples.  
• Skill in making minor operating repairs to electrical and mechanical equipment. 
• Must possess the aptitude to understand and follow moderately complex written and oral instructions. 
• Should be talented in establishing and maintaining positive working relationships with employees as well as the general public.

PHYSICAL DEMANDS:
Employee will be required to bend, stoop and kneel, climb ladders and lift heavy objects (not to exceed 45 pounds without assistance). Reasonable accommodations will be made for otherwise qualified individuals.

EXPERIENCE AND EDUCATION:
High School graduation or GED preferred.  Four or more years of experience in mechanical and electrical work involving service, maintenance and repair activities with particular emphasis on hydraulics, or any combination of education and training preferably supplemented by supervisory responsibility in water treatment plant operation and maintenance. Thorough knowledge and skill in maintaining, repairing and operating treatment plant machinery, equipment and facilities. Considerable knowledge of water system operations, methods and procedures. Superior mechanical aptitude and ability. Ability to diagnose operational difficulties and to repair same.
