Description

Under general supervision, performs a variety of clerical accounting functions; enters data, processes documents and transactions, and provides customer service.The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only to provide a summary of the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Reviews source documents for compliance to rules and regulations; determines proper handling of financial and technical transactions within designated limits.
  • Checks documents for validity and accuracy of information; performs mathematical calculations; records, files and distributes related paperwork; enters data into computer systems; processes transactions, compiles documentation, and generates reports. 
  • Provides prompt, courteous, and accurate service to the public with account questions, requests for information, and complaints in order to maintain positive customer service relations.
  • Receives complaints and requests for information and attempts to resolve them by researching files and records; explains rules, policies, and procedures; explains the proper use and completion of forms and documents; refers matters requiring policy interpretation to supervisor for resolution; coordinates solution of customer service issues with other department staff, and assures effective communication of customer service issues. 
  • Provides information and assistance to visitors and others having business with the City; assists customers with applications, government forms and other documents; answers phones; responds to requests for information within the span of authority.
  • Performs basic research and accounting activities; performs a variety of clerical functions, including typing, filing, and maintaining records; cross-trains in other accounting jobs and performs assigned tasks as needed.
  • Maintains records, files, and daily activity log.
  • May process accounting, financial documents, payroll and transactions in compliance with all applicable rules, regulations and procedures.
  • May maintain financial records and associated with Accounts Payable and payroll filing systems; enters data into computer systems; verifies coding, processes transactions, updates accounts, compiles documentation, and generates reports; reviews and validates data; maintains additional accounting and technical transaction databases as needed.
  • May generate and distribute checks, direct deposits, 1099’s, W-2’s, and associated reports and forms according to established guidelines; generates technical payroll reports for government agencies; reviews and makes changes to employee information for taxes and benefit deductions, wage assignments, federal and state levies and garnishments.   
  • Performs other duties as assigned or required. 
  • Knowledge of City organization, operations, policies and procedures.
  • Knowledge of utility billing ordinances and payroll accounting, rules and procedures. 
  • Knowledge of financial bookkeeping principles and methods.
  • Knowledge of the principles of record keeping and records management.
  • Knowledge of applicable City, state and federal regulations and laws regarding payroll practices and procedures.
  • Knowledge of business and personal computers, and spreadsheet software applications.
  • Skill in reading, interpreting, understanding and applying payroll accounting standards and procedures, applicable Federal rules and regulations, and City policies and procedures. 
  • Skill in entering numerical and related information into a computer system with speed and accuracy.
  • Skill in maintaining accurate and interrelated financial and technical records, and identifying and reconciling errors.
  • Skill in establishing and maintaining effective working relationships with City staff.
  • Skill in operating a personal computer utilizing a variety of business software.
  • Skill in effective communication, both verbal and written.
High School diploma or GED equivalent; AND two (2) years accounting, clerical and computer experience, including six months of payroll accounting experience; OR an equivalent combination of education and experience.
