Montgomery College is pleased to announce an exciting opportunity to join the Student Affairs Division as a full-time Associate Vice President for Enrollment Management and Student Financial Assistance. This position will report to the Associate Senior Vice President for Enrollment Management, providing strategic leadership for the College’s student financial assistance programs in support of institutional enrollment goals.

The position is responsible for developing, coordinating, and evaluating comprehensive financial aid strategies designed to advance student access, affordability, persistence, and completion.

Working in close collaboration with divisional and institutional leadership, the Associate Vice President ensures alignment between financial aid strategy and the College’s broader enrollment management framework. The role provides strategic direction for all student financial assistance programs, including financial aid operations, scholarships and grants, location-based financial aid services, and related systems and compliance functions.

The Associate Vice President is responsible for creating a seamless, student-centered infrastructure that reduces financial barriers and maximize pathways and opportunities that support student success from entry through completion. The Associate Vice President supervises staff and ensures alignment between operational execution and strategic enrollment outcomes.

This is a full-time non-bargaining, exempt Grade 39 position with a typical Monday–Friday schedule of 8:30 a.m.–5:00 p.m., with occasional evening and weekend flex hours, as needed.  Primary work location is within the College’s Central Services building in Rockville, MD. Travel to other College campuses/work locations is required.  This position is eligible for telework up to one (1) day a week. Telework eligibility and total days per week may be changed based on the operational needs of the applicable unit/area.

Key Responsibilities (include but are not limited to):

  • Provides strategic counsel to the Associate Senior Vice President for Enrollment Management on matters related to financial aid strategy, student access, affordability, and enrollment outcomes. 
  • Leads the development, implementation, and evaluation of student financial assistance strategies that support recruitment, onboarding, retention, and completion. 
  • Provides strategic oversight of all financial aid programs, including federal, state, and institutional aid, ensuring compliance with applicable regulations and alignment with institutional priorities. 
  • Leads the development of a coordinated, multi-site/location approach to financial aid service delivery, ensuring consistency, efficiency, and a high-quality student experience. 
  • Provides leadership for staff management, including hiring, supervision, coaching professional development, and evaluation of employees. 
  • Oversees the strategic use of financial aid resources, including scholarships and grants, to maximize student access and support enrollment objectives. 
  • Directs the analysis of financial aid utilization, student need, and enrollment trends to inform data-informed decision-making and continuous improvement. 
  • Works in close collaboration with enrollment management partners (Admissions, Records and Registration, Recruitment, etc.) and Institutional Research and Effectiveness to develop reporting, forecasting, and assessment frameworks. 
  • Works closely with Administrative and Fiscal Services to ensure alignment of financial aid strategy with institutional budgeting, financial planning, and fiscal compliance, including coordination of fund management, reporting, and resource allocation to support enrollment and student success goals. 
  • Works in close collaboration with Advancement and Community Engagement to develop and expand strategic partnerships, as well as support fundraising initiatives, and scholarship opportunities that enhance student access and affordability. 
  • Works closely with Information Technology to develop a financial aid technological infrastructure that includes, but is not limited to financial aid systems integration, process optimization, automation, workflow redesign, and evaluation of emergent technologies.
  • Represents the College in external partnerships, regulatory discussions, and professional organizations related to financial aid and enrollment management. 
  • Ensures the development and implementation of policies, procedures, and systems that support equitable access and a seamless student experience. 
  • Maintains awareness of emerging trends, regulatory changes, and best practices in financial aid and enrollment management and integrates them into institutional strategy. 
  • Performs other related duties as assigned. 

Required Qualifications:

  • Master’s degree in higher education administration, business administration, public administration, or a related field. 
  • Seven (7) years of progressively responsible experience in financial aid, enrollment management, or a related area within higher education. 
  • Five (5) years of progressively responsible experience in a managerial or supervisory capacity. 
  • The equivalent combination of education, training, certification and/or experience that provides the required knowledge and expertise to perform the essential functions of the job may be considered.
  • Knowledge of enrollment management strategy and student financial assistance programs, technologies/systems, and best practices.
  • Knowledge of federal, state, and institutional financial aid regulations. 
  • Knowledge of data analytics, financial modeling, and student success metrics. 
  • Ability to develop, implement, and monitor strategic initiatives.
  • Ability to lead complex, multi-campus operations and organizational change. 
  • Excellent oral and written communication skills. 
  • Strong organizational and project management skills.
  • Ability to build and sustain collaborative relationships across diverse stakeholder groups. 
  • Ability to interpret and utilize data to inform decision-making. 
  • Skill in personnel supervision, hiring, and evaluation. 
  • Ability to develop and manage budgets.

Hiring Range: Initial salary placement for new hires typically falls between the minimum and midpoint of the range ($135,044 to $185,671) annually and is based on relevant candidate experience and internal equity.  The maximum salary for this position is $236,298 annually.
