Definition: The purpose of this position is to provide assistance to the County Clerk. This is accomplished by transcribing the Board of Commissioner’s minutes; filing documents and performing data input; and performing customer service and acting as Notary Public. Other responsibilities include searching and scanning documents; supervising summer youth workers; and performing other duties as requested.

Transcribes minutes by attending Board of Commissioner’s meetings; gathering meeting materials; making copies of sign-in sheets; ensuring operation of digital recorder; supplying folders; transferring digital record to CD disc; transcribing meeting minutes in a summary detailing issued resolutions or proclamations; revising minutes for approval by the Board.
Files documents and performs data input by assisting grantee-grantor information books; issuing book and page numbers to find sources; entering information into computer; assisting customers in obtaining files and records, microfilm files, copies, deeds, easements, rights-of-way, mortgages and releases, liens, leases, mining claims, military discharge papers, and death certificates; working with County Assessor’s Office and Treasures Office for property assessment resolutions; handling postage machine; receiving, checking, and filing plats for subdivisions; recording judgments; and releases; checking vendors licenses; assisting voter registration; maintaining ballot boxes; voting machine; counting votes; and assisting precinct workers.
Performs customer service and Notary Public services; answering phone calls; answering customer questions; searching and copying documents; and furnishing certified certificates.
Searches and scans documents by finding requested documents; emailing and faxing paperwork; locating records; receiving documents for official recording; making copies or scanning maps for rights-of-way and easements; and assuring proper documentation for records.
Supervises summer youth workers by teaching document recognition, labeling equipment, and using document shredder.
Work is required to be performed accurately, timely and in accordance with procedures, policies and regulations governing the office. Assists the public and other County or governmental officials and employees in a courteous and helpful manner.
Supervisory Controls: The incumbent performs under the administrative supervision of the County Clerk.
Working Conditions: Work is performed in an office setting. The area is adequately lighted, heated and ventilated with level floors that are carpeted or tiled. Occasional travel may be required to visit polling places and provide assistance to poll workers and voters.
Other Requirements: The incumbent of this position must comply with the established safety guidelines of the County.
Minimum Qualifications:
- A High School Diploma or GED equivalent
- Any combination of college education, training and/or experience in a progressively responsible clerical or administrative work equal to one (1) year.
Preferred Qualifications:
- Experience working in a county/local government environment.
- Bilingual (Navajo/Spanish).
Knowledge, Skills, and Abilities:
• Ability to serve the public and fellow employees with honesty and integrity in full accordance with the McKinley County Personnel Code of Ethics and Conflict of Interest Policies.
• Ability to operate and utilize a 12-digit desktop calculator.
• Ability to perform simple accounting procedures.
• Knowledge of supplies, equipment, and services, ordering and inventory control.
• Skill in Records maintenance.
• Ability to communicate effectively, both orally and in writing.
• Ability to maintain calendars and schedule appointments.
• Ability to understand and follow specific instructions and procedures.
• Ability to maintain confidentiality of records and information.
• Skill in Word processing and/or data entry.
• Skill in the use of operating basic office equipment.
• Ability to create, compose, and edit written materials.
• Skill in Organizing and coordinating.
Certificates and Licenses:
- Must possess a valid Driver’s License at time of employment and be insurable for liability purposes; and the ability to possess a New Mexico Driver’s License within six (6) months of hire date.
Conditions of Employment: May be required to pass a post offer-of-employment physical examination.
