SEN Data Officer - £400 per day - Full time (Hybrid working 1 to 2 days per week onsite in the Civic Centre)

Placement duration up to 31st March 2026 The data tracking manager’s role is to oversee the quality and storage of the data captured on Synergy, and in other locations, by the SEN Service. The post holder will use the aggregated data to aid service performance through further analysis, reporting on key performance indicators, impact, and service outcomes. We are currently migrating to a new CMS (Liquid Logic) so experience of data migration, testing updates and data integrity is a must-have requirement. We are looking for a professional with direct, hands-on experience of creating datasets, from a variety of different sources and software, and managing data from the Synergy application. Ideally, they will have experience of technical scripting tools, e.g. SQL and an understanding of extract, transform and load technology such as SQL server integration services. This is a time limited position, and the appointed person needs to have in-depth experience of using Synergy and Liquidlogic to support the service and migration projects effectively. Limited training will be available due to business-critical project timelines and therefore you will need to hit the ground running to be effective. Purpose of the Role:

As a middle manager within the Council you will:

· Ensure that corporate/departmental people practices are understood and implemented within the service

· Monitor and evaluate the team’s performance and recommend areas for improvement based on evidence

· Coach and support staff to develop and appropriately use the case management system

· Recommend areas for service improvement based on relevant data and information

· Collaborate constructively with partner organisations and other stakeholders including internal services and colleagues

· Build a culture of trust in the wider team

· Monitor and evaluate individual performance against statutory timescales, bringing any underperformance to the attention of the SEN Improvement Lead

· Produce a service and partnership data dashboard to enable senior leaders to monitor and evaluation the SEND Local Offer.

The data tracking manager’s role is to oversee the quality and storage of the data captured by the SEN Service, and to use performance and reporting systems and tools to effectively extract, analyse and report on key performance indicators, impact and service outcomes. This data is to be amalgamated with data submitted by the SEND Local Area partners and benchmarked against regional and national data (including statistical neighbours). This will culminate in the creation and management of a live SEND Local Area dashboard (preferably on PowerBI).

The post holder will be subject to data requests from the SEND Partnership Board, Pre-SEND Board, DMT and the LBE scrutiny panels and required to produce and present data, which may be contentious, with political sensitivity and awareness. They will also make returns at a regional level and in relation to the DfE funded Change Programme, Delivering Better Value programme and for the DSG Management plan returns. They are the lead officer for ensuring the Department for Education (DfE) statutory SEN2 annual return data requirements are met, the data is accurately captured, and the upload and any resulting errors are resolved. They will also be responsible for the Case Management System maintenance schedules, testing updates and supporting system development.

1. Annual budgetary amounts with which the role is either directly or indirectly concerned:

· This role will work directly with SEN finance to identify cost savings and, provide data and trend insights resulting in future spending efficiencies. They will also provide data to support school delegated funding returns, Specialist Resource Bases (SRB) payments and contracting payments. The current SEN budget is approx. £21 million

.

· The post holder will be required to provide SEN Service training for all staff concerning using the case management system

· The post holder will be subject to data requests and report to the Pre-SEND Board and SEND Partnership Board in relation to partnership data in the form of a dashboard. They will also be subject to data requests from LBE DMT/EMT and through our governance/scrutiny systems and required to produce data, which may be contentious, with political sensitivity and awareness.

· The post holder will lead on the statutory SEN2 DfE annual submission and be the named contact for the DfE concerning all SEND related data submission including SEN2 and wave returns

4. Nature of reporting relationship between post holder and line manager

· Will meet regularly with line manager

· Will provide written reports/updates by-weekly

· Will contribute and provide returns based on local and national requirements

· Will create and manage a SEND dashboard

· Will deputise for the SEND Improvement Lead as appropriate

· Will provide performance data at the direct request of the SEN Head of Service and SEN Manager

There are currently over 4,900 EHCP’s in Enfield, all of which are supported by the SEN Service and captured on the current Case Management System (Synergy). The post holder will be responsible for managing the data associated with the EHCP’s, the EHC Needs Assessment process (approx. 800 request per year), workforce performance (over 40 staff) and collate local partnership submitted data to create and maintain a SEND Local Area dashboard.

Accountabilities

1. Responsible for the SEN Service performance data and for carrying out regular data analysis as requested

2. Use data insight to monitor individual, team and service performance standards against statutory and service agreed timelines

3. Constructively relay areas of weakness and performance shortfalls through demonstrated data findings relayed to the SEN Improvement Lead

4. Work with SEN finance to carry out joint analysis enabling cost savings identification and provide data to support school delegated funding returns, Specialist Resource Bases (SRB) payments and contracting payments

5. Support the upkeep of the casework management system, including maintenance schedules, updates and system development to enable the SEN service, and service-related programmes to make accurate data returns

6. Carry out regular SEND LA benchmarking and statistical neighbour analysis

7. Responsible for service reporting required by the Head of Service, SEND Service Manager and SEND Improvement Lead

8. Co-ordinate data responses to FOI and DP requests ensuring timescales are met.

9. Provide and present data both in the form of a dashboard and through bespoke data requests to the monthly Pre-SEND Board and SEND Partnership Board using sensitivity and political awareness

10. Lead on the statutory SEN2 annual submission through identifying DfE return requirements, ensuring relevant data is collected and complete, maintaining data quality and integrity, and supporting the associated statutory returns officer to transfer the data onto the DfE COLLECT platform, correcting any errors, to enable a timely, accurate and high-quality return.

11. Provide training within the SEN Service regarding data &/or casework management system processes and procedures

12. Support data cleansing activities including devising and managing an action plan to address identified issues and rectify data errors

13. Represent the SEN Service on working groups relating to service data, SEN data system development (Synergy and/or Liquid Logic) and in cross department actions

14. Implement change to data and caseload management systems which will include, providing training, attending webinars, liaison with the developers and support migration, working with council data teams, admin and advisory staff

15. Contribute to the Local Area Improvement Plan and provide data insights/analysis based upon SEN for local and national returns and strategic boards

16. Ensure service targets are measured and supported by robust data analysis

17. Attend relevant local and national training as appropriate

18. Any other duties reasonably requested by management
