Exempt; full-time; 40 hours per week; Monday - Friday; 7:30 a.m. - 4:30 p.m.; full­-benefits

This entry-level professional position supports Frederick County’s emergency-management functions by developing and updating emergency management plans, coordinating with partner agencies, and assisting with training, exercises, and Emergency Operations Center (EOC) support activities. Work at this level involves conducting research, preparing planning documents, reviewing submissions for compliance with established emergency-management guidelines, and contributing to risk-reduction and preparedness initiatives of moderate scope. 

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.  For external hires, offers are made at the base wage rate, with limited exception.

TOTAL COMPENSATION PACKAGE:
Frederick County offers an extensive compensation package to reflect how highly we value our employees. The following is what you can expect in your first year as a full-time benefited Frederick County Government employee.  


  • 11 days of Vacation leave with increase after 2 years of employment

  • Assist in collecting data, reviewing content, and formatting updates for emergency plans, annexes, and related documents
  • Maintain files, databases, and project tracking tools to support ongoing preparedness initiatives
  • Support EOC readiness activities including inventory checks, documentation updates, and resource tracking
  • Serve in assigned EOC support roles during activations, exercises, or drills under supervision
  • Assist in compiling inputs for situation reports and other standardized information products
  • Assist in preparing materials, sign-in sheets, agendas, and logistics for training sessions and exercises
  • Support After-Action data collection and documentation
  • Provide preparedness information at public events or through distribution of informational materials
  • Assist in communications with partner agencies, municipalities, schools, and community organizations
  • Support COAD or community preparedness activities through information gathering and coordination tasks
  • Perform other related duties as required

  • Associates Degree in Emergency Management, Homeland Security, Public Administration, or a related field
  • Minimum of 2 years of work experience in emergency management, public administration, communications, or a related field
  • Possession of a valid driver's license
Substitutions for the above-listed required education and experience is a Bachelor’s Degree in Emergency Management, Homeland Security, Public Administration, or a related field as described above. 

KNOWLEDGE/SKILLS/ABILITIES
A successful incumbent operating in this role displays the following:
  • Knowledge of emergency management principles, plans, and procedures.
  • Knowledge of emergency planning standards
  • Knowledge of EOC operations and incident management concepts
  • Knowledge of community-preparedness strategies
  • Skilled in supporting emergency-plan development
  • Skilled in maintaining planning documentation
  • Skilled in preparing training and exercise materials
  • Skilled in community outreach and partner coordination
  • Strong organizational skills
  • Ability to interpret emergency-management guidelines
  • Ability to identify compliance issues
  • Ability to learn and use applicable computer software, including office programs and emergency management platforms
  • Ability to communicate, work in a team, and build working relationships with partner agencies

PREFERENCE MAY BE GIVEN FOR:
  • Current Associate Emergency Manager (AEM) or similar emergency management credential(s)
  • Work experience with ESRI or other GIS applications
  • Experience with Microsoft Power Platforms and Microsoft 365 collaboration tools, including Teams and SharePoint
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is required to constantly sit, walk and perform repetitive motions
  • While working in this position, the employee is required to constantly work indoors
  • Ability to provide own transportation, if needed
  • Available for varied working hours to include evening, weekend and holiday hours to accommodate meetings, office staffing needs, etc.
  • Employees in this classification are designated as Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours
