Senior Manager (Communications)

[What the role is]

The Senior Manager (Communications) leads and coordinates the Group Representation Constituency (GRC) Cluster's communications and ground sensing efforts to strengthen People-Government-People (P-G-P) connectivity. Supervising a team of Community Development Managers (Communications) [CDM (Comms)] across Constituency Offices, the role drives integrated communications plans that amplify PA and Whole-of-Government messages, surfaces resident feedback to inform policy and engagement, and builds communications capabilities among staff, grassroots leaders, and volunteers.

[What you will be working on]

• Develop and coordinate the GRC Cluster's annual communications plan by working with CDM (Comms) officers and PA's Communications Group to align messaging with PA's overall objectives, ensure compliance with PA's communications policies and guidelines, and manage media, social media, and crisis communications to protect and strengthen PA's reputation and mission.

• Sustain and grow the GRC's physical and digital community networks by coordinating a monthly content calendar, guiding CDM (Comms) officers on message framing, branding, and design standards, and amplifying content across Constituency Office channels to maintain active and consistent community engagement.

• Plan, implement, and drive ground sensing mechanisms across the GRC Cluster to systematically gather, collate, and analyse resident feedback; develop a deep understanding of the demographic profiles and changing social dynamics within the GRC to identify emerging trends and concerns; and prepare timely recommendations to enable Government to be responsive to residents' fears, concerns, and aspirations.

• Coordinate with CDM (Comms) officers and PA's Government Engagement Division to disseminate targeted Government-to-People messages for specific resident segments; activate Communications Workgroups (CWGs) for national campaigns; organise P-G/G-P dialogues with grassroots leaders, volunteers, and residents to gather feedback on national policies; and identify opportunities to embed national policy narratives within constituency-level events and campaigns.

• Assess the communications readiness of staff, CWG volunteers, and Opinion Leaders across the GRC; identify training needs; and coordinate with PA's Communications Group and NACLI to deliver learning programmes and facilitate best practice sharing to strengthen ground-level communications effectiveness.

• Supervise and guide, CDM (Comms) officers across the GRC Cluster by setting clear performance expectations, providing regular coaching and feedback, and supporting their professional growth to build a capable and cohesive communications team.

• Manage the GRC Cluster's communications budget, including procurement of design, media, and event services in compliance with PA's financial and procurement guidelines; prepare regular communications performance reports; and participate in Whole-of-PA workgroups to contribute to the development of PA's communications capabilities and effectiveness.

[What we are looking for]

• Experience
• Minimum: At least three years of relevant experience in communications, community engagement, or a related field, with some supervisory experience.
• Desired: At least three years of relevant communications or community engagement experience within PA or a similar public sector context, with at least two years in a supervisory role and prior field experience.

• Skills (Must-have) -

• Strong written, oral, and presentation skills in English, with the ability to produce clear and compelling content for diverse audiences.
• Proficiency in social media platforms and digital content development tools, including familiarity with platforms such as Facebook, Instagram, and Telegram.
• Analytical and ground sensing skills to collate resident feedback, identify communications trends, and translate insights into actionable recommendations.
• Stakeholder engagement and community networking skills, with the ability to build effective working relationships with grassroots leaders, volunteers, and government partners.
• Supervisory and coaching skills, with the ability to guide and develop a team of communications officers.
• Keen interest in current affairs, national policies, and community issues.

• Skills (Good-to-have) -

• Proficiency in a second language (Mandarin, Malay, or Tamil) to engage residents from diverse communities and support the review and proofreading of vernacular communications materials where operationally required.
• Familiarity with PA's operating environment, grassroots organisations, or community development work
