As the Manager of Learning Excellence & Global Compliance, you will be responsible for coordinating, governing, and continuously improving the effectiveness, efficiency, and experience of global learning at Rolls-Royce. This role leads a portfolio of continuous improvement (CI) initiatives across learning operations, systems, processes, and programs, while also owning the enterprise-wide corporate learning compliance framework & annual programme. The position acts as a strategic connector between Learning, Engineering, HSE, Legal, HR, Quality, and regional stakeholders to ensure learning excellence at scale.

What you will be doing:

Learning Excellence & Continuous Improvement

  • Lead and govern a portfolio of continuous improvement projects across the Learning function, aligned with enterprise strategy and operational priorities.
  • Establish and maintain Learning Excellence standards, frameworks, and best practices (e.g., design quality, delivery effectiveness, learner experience, operational efficiency).
  • Apply CI methodologies (e.g., Lean, Six Sigma, Agile, Design Thinking) to improve learning processes, cycle times, cost efficiency, and impact.
  • Define and track learning performance metrics and KPIs, including effectiveness, utilization, quality, and business impact.
  • Drive standardization where appropriate while enabling regional flexibility to meet local business and regulatory needs.
  • Serve as a thought leader for innovation in learning operations, digital learning, and workforce capability development.

Global Corporate Learning Compliance Leadership

  • Provide strategic programme leadership for the programme, leading on the global planning, execution and continuous improvement of the EML programme
  • Provide governance framework and oversight, including ensuring global adherence to regulatory and internal policy requirements.
  • Track, analyse and report completion data and learner feedback for continuous improvement.  Monitor non-compliance and ensure consequences are consistently recommended, applied and that the principles remain fit for purpose.
  • Maintain accurate and auditable records of completion to meet internal and external compliance reporting standards (ie. info required for annual report purposes)
  • Present programme level updates and compliance / risk factors to ET sponsors and other key stakeholders (policy / course owners / People function / employee rep groups etc)
  • Evaluate programme effectiveness and identify trends, risks and opportunities to improve engagement and compliance rates
  • Ensure budget oversight, approvals and transparency of spend

Governance, Portfolio & Stakeholder Management

  • Establish and manage Learning governance mechanisms, including prioritization, intake, and review of CI initiatives and compliance programs.
  • Facilitate cross-functional collaboration across global, regional, and business-unit learning teams.
  • Act as a trusted advisor to senior leaders on learning risk, compliance exposure, and improvement opportunities.
  • Ensure transparency through regular reporting, dashboards, and executive updates.
  • Balance competing priorities across regions, functions, and regulatory environments.

 Systems, Data & Enablement

  • Partner with HRIS/LMS and Digital teams to ensure learning systems support compliance tracking, reporting, and analytics requirements.
  • Drive data integrity, reporting accuracy, and system adoption related to compliance and learning excellence metrics.
  • Enable learning teams through tools, templates, playbooks, and capability-building related to CI and compliance.

Success Measures

  • Demonstrated improvement in learning effectiveness, efficiency, and experience (quality metrics)
  • On-time, audit-ready compliance training delivery across all regions
  • Reduction in compliance risk and findings related to learning
  • Adoption of standardized learning excellence practices globally
  • Positive stakeholder feedback and executive confidence in learning governance

What you will need:

  • Bachelor’s degree required; Master’s degree preferred (Learning, Engineering, Business, Quality, or related field)
  • 10+ years of experience in Learning & Development, Quality, Compliance, or Operational Excellence in a global, regulated environment
  • Proven experience leading enterprise-scale continuous improvement initiatives & methodologies
  • To influence at ET level (with sponsors) and at all levels to ensure the principles of the framework are not compromised, stakeholders are engaged at all levels and appropriate challenge is provided.
  • Excellent communication, as lead this is about stakeholder communications (as the comms partner will lead on the employee comms)
  • Ability to develop and undertake reporting and analytics and ensure integrity of data, simple and appropriate communication, adhering to the sensitivity of data privacy in some locations (Ie Germany)
