Position Summary...

Provides overall direction by analyzing business objectives and customer needs; developing, communicating, building support for, and implementing business strategies, plans, and practices; analyzing costs and forecasts and incorporating them into business plans; determining and supporting resource requirements; evaluating operational processes; measuring outcomes to ensure desired results; identifying and capitalizing on improvement opportunities; promoting a customer environment; and demonstrating adaptability and sponsoring continuous learning. Develops and implements strategies to attract and maintain a highly skilled and engaged workforce by diagnosing capability gaps; recruiting, selecting, and developing talent; supporting mentorship, workforce development, and succession planning; and leveraging the capabilities of new and existing talent. Cultivates an environment where associates respect and adhere to company standards of integrity and ethics by integrating these values into all programs and practices; developing consequences for violations or non-compliance; and supporting the Open Door Policy. Develops and leverages internal and external partnerships and networks to maximize the achievement of business goals by sponsoring and leading key community outreach and involvement initiatives; engaging key stakeholders in the development, execution, and evaluation of appropriate business plans and initiatives; and supporting associate efforts in these areas.

Director, Technical Program Management — Platform Excellence & Enterprise Enablement

About the Team

The India Strategy & Operations organization serves as an enterprise enablement layer focused on accelerating enterprise priorities through platform excellence, organizational effectiveness, workforce capability, and scalable operating mechanisms.

As Walmart Global Tech continues to evolve into a platform-led and AI-first organization, improving developer productivity and engineering effectiveness increasingly requires horizontal mechanisms that help teams scale successful practices, strengthen platform mindset, and create stronger organizational leverage.

This team operates at the intersection of engineering ecosystems, platform organizations, technical communities, and enterprise priorities. Working closely with Platform Engineering organizations, Tech Fellows, Distinguished Engineers, architects, engineering leaders, and product teams, the team helps create scalable mechanisms that improve how technology capabilities evolve and scale across the enterprise.

The role is uniquely positioned to influence organizational effectiveness at scale while partnering with some of the most senior technical leaders across Walmart Global Tech.

About the Role

We are looking for an experienced and technically credible TPM leader to establish and scale Platform Excellence & Enterprise Enablement within Walmart Global Tech.

The primary outcome for this role is to improve developer productivity and engineering effectiveness across the organization through stronger platform mindset, reusable capabilities, scalable operating mechanisms, and enterprise-wide enablement.

This role does not directly own platform engineering, platform strategy, AI adoption, SRE, developer tooling, or engineering delivery teams.

Instead, this role acts as a horizontal enterprise enabler responsible for helping teams scale successful practices, strengthen platform thinking, improve organizational visibility, and create mechanisms that accelerate enterprise outcomes.

Success in this role comes from creating leverage across the broader ecosystem rather than driving outcomes within a single engineering organization.

What You'll Do

You will lead enterprise-wide initiatives focused on improving developer productivity and engineering effectiveness through platform enablement, technical partnerships, organizational mechanisms, and scalable operating models.

Improve Developer Productivity & Engineering Effectiveness

Partner across engineering ecosystems to identify and scale broader opportunities that improve how teams build and operate.

Support Platform Mindset & Enterprise Enablement

Partner with platform organizations and leadership teams to strengthen platform mindset and support broader enterprise priorities.

Responsibilities include:

  • Support initiatives that strengthen reusable capability thinking and platform mindset across organizations
  • Partner with platform teams to support platform adoption initiatives where required
  • Drive organizational enablement and change management efforts supporting enterprise platform initiatives
  • Help scale successful practices and reusable patterns across engineering ecosystems
  • Establish mechanisms that improve visibility and organizational alignment
  • Connect platform initiatives with broader enterprise priorities

Partner to Scale AI-Enabled Engineering Patterns

Partner closely with AI adoption and engineering organizations to identify and scale successful AI-enabled engineering practices.

This role does not own AI workflow transformation or AI adoption strategy.

The focus is on helping successful patterns scale through partnerships and organizational mechanisms.

Establish Platform Excellence Operating Mechanisms

Create scalable mechanisms that improve visibility and strengthen organizational alignment.

Responsibilities include:

  • Build platform maturity frameworks
  • Develop scorecards and leadership dashboards
  • Facilitate CARE discussions and leadership reviews
  • Support governance mechanisms and operating rhythms
  • Create repeatable review structures
  • Drive action tracking and follow-through

The objective is to enable stronger enterprise discussions and organizational visibility rather than operational oversight.

Drive Cross-Functional Program Leadership

Lead horizontal initiatives requiring coordination across multiple organizations.

Responsibilities include:

  • Align engineering, platform, product, and leadership stakeholders
  • Create structured execution plans
  • Identify dependencies and risks
  • Facilitate decision-making
  • Drive leadership reviews and visibility mechanisms
  • Coordinate large-scale initiatives spanning multiple organizations
  • Ensure progress against enterprise objectives

Partner with Senior Technical Communities

Build strong partnerships across technical communities and leverage them as mechanisms to scale learning, influence, and capability development.

  • Enterprise technology discussions
  • Architecture themes
  • Emerging capability opportunities
  • Reusable engineering practices

Architecture & Engineering Communities

Curated Architecture Capability Programs

Partner with Tech Fellows and senior technical leaders to establish structured capability-building experiences for architects and emerging technical leaders.

The objective is to strengthen architecture capability and create stronger technical leadership pipelines through practical business and technology challenges.

What You'll Bring

Experience

  • 15+ years of experience across technology organizations with strong exposure to engineering ecosystems and enterprise technology environments
  • Demonstrated experience leading large-scale cross-functional technical programs spanning multiple organizations
  • Experience operating in highly matrixed environments and influencing outcomes without direct ownership
  • Proven ability to partner effectively with senior technical leaders including Tech Fellows, Distinguished Engineers, Architects, and Engineering leadership teams
  • Strong experience creating scalable operating mechanisms, leadership rhythms, and enablement structures
  • Strong track record connecting strategy with execution and driving adoption across complex environments
  • Experience building communities, forums, or capability programs that strengthen organizational maturity
