The Department of Transportation Services, Transportation Performance & Development Division, is hiring for a Traffic Technician III in Honolulu. This position conducts transportation and traffic studies, collects and compiles traffic data, investigates traffic-related concerns, and assists with the review of street improvement plans and more complex transportation studies.

What You Will Do:
  • Conduct traffic studies and surveys involving traffic volume, turning movements, pedestrians, vehicle speeds, parking, transit, accidents, and other transportation conditions.
  • Install, operate, adjust, remove, and clean traffic counting equipment used to collect field data.
  • Compile data collected through automated traffic counters, field observations, research, and personal contact.
  • Assist with investigations involving traffic signals, stop controls, crosswalks, parking changes, turning restrictions, lane-use changes, and other traffic issues.
  • Prepare maps, charts, graphs, tables, reports, recommendations, and parking layouts using Microsoft Office and traffic survey software.
  • Assist with temporary roadway work zones by placing traffic cones and directing motorists using signs and hand signals.
Special Working Conditions:
  • Fieldwork requires working near moving vehicles and construction sites.
  • May be required to lift up to 50 lbs.
  • Operates traffic counting equipment and uses tools such as traffic cones, traffic flags, pry bars, a cordless hammer drill, and a 10-pound sledgehammer.
  • Serves as Disaster Support Worker
  • May require night and weekend work during natural disasters and other emergencies.

EDUCATION REQUIREMENT:
Equivalent to graduation from high school.  Responsible work experience, which demonstrated the ability to perform the essential functions of the job, may be substituted for education.

EXPERIENCE REQUIREMENT:
Three years of survey and/or data collection, tabulation, and analysis work experience.  Such experience must have demonstrated knowledge of basic research, survey methods, and statistical procedures.

Desirable Experience:
Computer experience using word processing, spreadsheet, and/or AutoCAD software.

Substitution: A Bachelor's degree from a regionally-accredited four-year university or college may be substituted for ALL of the required experience.

Competencies and Skills Needed
Such experience must have demonstrated knowledge of:
  • Basic research and survey methods
  • Statistical procedures
Applicants must also have the ability to:
  • Conduct research and statistical studies
  • Collect, classify, and analyze statistical data applicable to traffic operations such as vehicle speeds, spacing and acceleration
  • Prepare tables, charts, graphs and maps
  • Prepare clear and concise reports
  • Learn and understand traffic ordinances, rules, regulations and standards
  • Operate equipment used in collecting traffic data
  • Understand the basic objectives of traffic design and planning

LICENSE REQUIREMENT: 
Possession of a valid, appropriate driver's license (Type 3/automobile), prior to appointment.
