Description
Seeking an experienced, motivated Project Manager to lead the on-site Program Management Office supporting the White House Communications Agency (WHCA) Training Academy at Joint Base Anacostia-Bolling in Washington, D.C. This is a designated Key Personnel position overseeing program and contract management, instruction, curriculum development, eLearning, and accreditation services.
This is a full-time position contingent upon contract award.
What You'll Do
- Lead the on-site Program Management Office and oversee contract performance, personnel, administration, schedules, deliverables, resources, and financial support.
- Supervise a large, cross-functional team and integrate instructional, technical, administrative, digital-learning, and subcontractor activities across all contract tasks.
- Manage staffing plans, personnel qualifications, certifications, vacancies, and coverage; prepare monthly staffing and fill-rate reports by labor category.
- Develop and maintain the Contract Management Plan, Project Management Plan, work breakdown structure, schedules, and cost, schedule, and performance-risk reports.
- Prepare weekly activity and monthly status reports; attend monthly Financial Management Reviews and quarterly In-Progress Reviews.
- Apply quality-assurance methods and performance metrics; monitor service-level agreements and communicate performance issues daily to the Government Contracting Officer's Representative (COR).
- Develop strategies to mitigate issues and risks; resolve employee complaints and grievances, document resolutions, and escalate matters outside the Project Manager's authority.
- Coordinate oversight of technical and leadership training, curriculum updates, eLearning, and Council on Occupational Education (COE) accreditation support; integrate student services, learning management system (LMS) support, and testing activities.
- Ensure personnel and deliverables comply with security, nondisclosure, records-protection, accessibility, and quality requirements; oversee documentation control and timely delivery of required products.
- Coordinate transition-in and transition-out plans, staffing readiness, continuity of services, and handover of Government-owned training materials and documentation.
Required Qualifications
- 5+ years of relevant experience as a Project Manager, including at least 3 years supervising employees.
- Experience leading people and managing large, cross-functional teams.
- Proven experience developing strategies to mitigate issues and risks.
- Professional proficiency in written and spoken English, including the ability to lead in-depth technical and nontechnical discussions and produce clear, accurate documentation.
- U.S. citizenship.
- Active final TOP SECRET clearance with SCI eligibility (see Clearance Requirements below).
- Availability for full-time assignment at contract award.
Preferred Qualifications
- Associate's degree or higher.
- 5+ years of Department of Defense (DoD) project management experience.
- Experience managing training-academy operations, technical or leadership instruction support, curriculum development, eLearning, or accreditation support.
Clearance Requirements
- Active final TOP SECRET clearance with SCI eligibility/access is required at the time of application.
- Must meet TS/SCI and Presidential Support Duty (PSD) requirements for full-time assignment at contract award.
- Must satisfy IT-I (privileged access) eligibility by performance start.
- All clearance, access, and PSD qualifications must be verified and maintained in good standing.
Work Schedule & Location
- Full-time, primarily on-site at Joint Base Anacostia-Bolling, Washington, D.C.
- Monday through Friday (excluding federal holidays), with required on-site core hours of 8:00 a.m. to 3:00 p.m.
- Occasional local and CONUS travel may be required.
- Telework/alternate work locations are limited to Government-directed contingencies.
