Hiring Range: $50.00 - $60.00/hour
Hours: 8:00 a.m. - 4:30 p.m.

The part-time HR Special Projects Professional will provide management, coordination, and support for a specific set of assigned projects and initiatives for the City of Durham's Human Resources Department. The person in this role will evaluate projects for conformance to the overall goals and objectives of the Department. They will also develop and implement operational support programs as applicable to the department's overall objectives.


  • Provide coordination in the planning and implementation of various programs and initiatives for a specified business unit within the division.
  • Draft standard operating procedures to document internal department procedures and workflows.
  • Recommend changes to workflows based on new technologies and optimization.
  • Lead and implement project plans, evaluate project status and resource utilization and implement changes to improve team effectiveness.
  • Research, evaluate, and analyze Human Resource business requirements and processes that potentially impact operations.
  • Generate reports summarizing business data for discussion, projection, and strategic recommendations.
  • Review and ensures accurate completion and timely submission of organizational, governmental, and other reports.
  • Participate in developing, coordinating, and implementing changes and/or improvements in departmental operations, systems and procedures.
  • Participate in short-and long-range planning and develop and implement projects and programs to assist in accomplishing strategic goals.
  • Provide supervision and lead a project team, including training, work allocation, and problem resolution.
  • Develop job descriptions and educational requirements for select positions.
  • Assist in the development of workflows for new employee systems and processes.
  • Perform miscellaneous job-related duties as assigned.
  • Bachelor's degree.
  • At least 5 years of experience directly related to the duties and responsibilities specified.
Knowledge, Skills and Abilities Required
  • Ability to utilize and leverage Oracle to achieve desired outcomes.
  • Knowledge of current and emerging trends in Human Resources.
  • Advanced analytical, evaluative, and critical thinking skills.
  • Ability to effectively summarize and present information at the senior executive level.
  • Extensive program planning and implementation skills.
  • Skill in organizing resources and establishing priorities.
  • Experience in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
  • Ability to develop, plan, and implement short, medium, and long-range goals.
  • Excellent written, oral, and electronic communication skills.
  • Ability to make administrative/procedural decisions and recommendations.
  • Ability to establish, develop, and implement processes and procedures that align City of Durham processes with industry standards and best practices.
  • Strong computer skills in MS 365, MS Word, Excel, and PowerPoint.
  • Substantial written and verbal communication skills.
