Description
The Emergency Management Project Coordinator supports the Emergency Manager by developing, coordinating, and implementing specific emergency management projects and preparedness initiatives. Primary responsibilities include researching, drafting, updating, and maintaining emergency management plans, including Emergency Operations Plans (EOPs), Emergency Operations Center (EOC) plans, annexes, procedures, and other planning documents; coordinating community preparedness programs and events, and annual preparedness campaigns; developing public outreach and educational materials; and supporting other special projects that advance community resilience and emergency preparedness. The position may also support EOC activities during activations, exercises, and incidents.

POSITIONS SUPERVISED: None
1. Two (2) or more years’ experience as an emergency services professional (Fire, Emergency Management, Emergency Medical Services, Law Enforcement) with a focus on project coordination, public outreach, education, planning, program administration, or a related field. Experience coordinating events, managing projects, conducting research, or developing plans and educational materials is preferred.
2. Completion of the following FEMA’s National Incident Management System (NIMS) Independent Study (IS) Courses (current courses) prior to start or within the first quarter of hire: IS-100, IS-200, IS-700, and IS-800.
3. Completion of FEMA’s IS Professional Development Series (current courses) prior to start or within the first quarter of hire: IS-120, IS-230, IS-235, IS-240, IS-241, IS-242, and IS-244.
4. Experience developing training programs and providing instruction to adult learners.
5. Ability to operate a personal computer. Experience with MS Office products (Word and Excel required; Access and PowerPoint preferred).
6. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided.
KNOWLEDGE, SKILLS, AND ABILITIES
1. Responsible leadership background with demonstrated ability to handle emergency situations in a calm manner and an ability to work independently with minimal supervision.
2. Demonstrated knowledge and experience with the Incident Command System (ICS).
3. Ability to work independently in a high-production environment with responsibility for numerous tasks/projects in various stages of completion.
4. Ability to effectively communicate (oral and written presentation). Strong writing skills are considered essential to the successful performance of the duties of this position.
5. Basic knowledge of the organization of the FNSB government and the Alaska Statutes pertaining to local government.
6. Ability to manage multiple projects simultaneously and meet established deadlines.
7. Strong organizational, planning, and event coordination skills.
8. Ability to communicate effectively with schools, community organizations, government agencies, and the public.
9. Experience developing written products, educational materials, public information campaigns, and project reports.

- Serves as project coordinator for assigned emergency management initiatives and special projects, including project scheduling, stakeholder coordination, deliverable development, progress tracking, and ensuring projects are completed on schedule and within established objectives.
- Research, drafts, updates, and maintains emergency management plans and planning documents, including Emergency Operations Plans (EOPs), Emergency Operations Center (EOC) plans, annexes, procedures, and related guidance.
- Coordinates the planning, logistics, implementation, and evaluation of community preparedness events, outreach initiatives, public education campaigns, preparedness calendars, awareness materials, and related preparedness programs.
- Coordinates with Borough departments, community organizations, schools, response agencies, tribal partners, nonprofit organizations, private-sector partners, and other stakeholders to support emergency management projects, preparedness activities, and community resilience efforts.
- Conducts research, gathers data, and develops recommendations to support emergency management planning, preparedness initiatives, grant requirements, program evaluation, and continuous improvement efforts.
- Develops educational, promotional, and preparedness materials and assists with public outreach, community engagement, and preparedness education efforts.
- Assists with the development, coordination, and delivery of emergency management training, workshops, exercises, and preparedness-related educational programs for Borough staff, partner agencies, and stakeholders.
- Assists with Emergency Operations Center (EOC) planning, training, exercises, operational readiness activities, and may serve in an assigned EOC position during activations, exercises, emergencies, or disasters.
- Maintains project records, schedules, expenditures, performance measures, and documentation necessary for grant compliance, program administration, and reporting requirements.
- Performs other project-related duties as assigned in support of Emergency Management programs, initiatives, and operational objectives.
