Technical Projects Director – Civil Technical Lead

 

Job Description Summary

 

We are seeking a highly skilled and experienced Civil Technical Lead with a strong background in civil infrastructure design, engineering review, and project delivery for critical infrastructure projects. As a key member of our team, you will be responsible for reviewing, coordinating, and providing technical leadership for civil engineering systems throughout the design and construction lifecycle of large-scale infrastructure developments, preferably data centres.

 

This is an exciting opportunity for a technically proficient individual looking to excel in a regional role based in Singapore. You will serve as a technical lead, managing multiple project activities while collaborating closely with Clients, Consultants, Contractors, Utility Authorities, and Internal Stakeholders to support the successful development of new-build data centres across the APAC region.

Only candidates with full fluency in English, experience in Technical Projects and Engineering / Construction Management, and without restrictions to work in Singapore will be considered.

Description:

 

• Review, comment on, and provide technical guidance for Civil engineering designs and development plans, including roads and site geometry, paving design, surface water drainage, foul and industrial drainage systems, underground utility networks, electrical distribution systems (HV, MV, LV and ELV), pressure pipe distribution systems (hydrants, potable water, industrial water and blowdown), and fibre distribution networks.
• Act as the primary point of contact and Client Representative for Civil engineering-related matters, collaborating closely with internal teams, client stakeholders, consultants, contractors, utility authorities, and external partners throughout the project lifecycle.
• Report all issues, progress updates, technical concerns, and blocking items to the Technical Program Manager and Civil Technical Lead. Support project delivery through proactive issue management and effective stakeholder communication.
• Support and monitor design development and construction activities to ensure compliance with approved designs, client requirements, engineering standards, local regulations, utility authority requirements, environmental conditions, and project specifications.
• Review engineering submissions and construction documentation for technical accuracy, constructability, coordination, quality, and compliance with applicable standards and project objectives.
• Identify potential design, utility, coordination, permitting, and construction issues at an early stage and recommend practical solutions to minimize technical, schedule, cost, and operational risks.
• Attend design coordination meetings and provide continual input to optimize civil infrastructure designs, improve constructability, and support efficient project execution.
• Review and comment on project documentation, including drawings, calculations, technical reports, specifications, scopes of work, contractor submissions, studies, and design deliverables.
• Support engineering decision-making through technical assessments, design reviews, risk evaluations, constructability analysis, value engineering initiatives, and design optimization opportunities.
• Collaborate with multidisciplinary teams including Architectural, CSA, Mechanical, Electrical, Controls, EHS, Security, Network, and Operations teams to maintain alignment across all project interfaces.
• Coordinate with consultants, contractors, utility providers, and approved vendors to ensure designs, equipment selections, and construction activities align with project requirements, standards, and client expectations.
• Utilize established QA/QC review processes, checklists, trackers, and document management systems to perform peer reviews and maintain design quality throughout project delivery.
• Escalate known design and construction issues impacting scope, schedule, cost, quality, safety, or operational requirements, ensuring effective communication and timely resolution across all stakeholders.
• Maintain technical logs and records of project risks, design changes, site issues, technical queries, and engineering decisions, including preparation of reports, studies, assessments, and presentations outlining potential impacts and recommended resolutions.
• Support the timely review, coordination, acceptance, and close-out of design and construction deliverables to achieve project milestones and schedule commitments.
• Oversee compliance with local planning requirements, permitting conditions, environmental regulations, utility authority requirements, and project-specific standards.
• Provide administrative assistance with project documentation, revision control, deliverable tracking, document management, and maintenance of project records within approved project collaboration platforms.

 

Requirements:

 

• Bachelor's Degree in Civil Engineering or a related engineering discipline.
• Professional Engineer (PE), Chartered Engineer (CEng), or equivalent professional accreditation preferred.
• Minimum of 15 years of relevant experience in civil engineering design, infrastructure development, technical project delivery, or engineering management for large-scale infrastructure projects.
• Strong technical knowledge of civil engineering systems including roads, earthworks, site grading, drainage systems, utility infrastructure, pressure pipe networks, and underground services coordination.
• Experience reviewing and coordinating multidisciplinary engineering designs for mission-critical, industrial, infrastructure, or data centre projects.
• Proficiency in industry-standard design and coordination tools such as AutoCAD, Civil 3D, Revit, Navisworks, BIM360, Autodesk Construction Cloud (ACC), and related design management platforms.
• Comprehensive understanding of engineering codes, standards, permitting processes, utility requirements, environmental regulations, and construction practices.
• Experience conducting design reviews, constructability assessments, technical risk analysis, and value engineering studies.
• Strong project management skills with the ability to manage multiple priorities, coordinate stakeholders, and meet project deadlines.
• Excellent analytical, problem-solving, and decision-making capabilities with strong attention to detail.
• Excellent communication and interpersonal skills with the ability to effectively engage Clients, Consultants, Contractors, Utility Authorities, and cross-functional project teams.
• Previous experience supporting the development and delivery of hyperscale data centres or other critical infrastructure facilities will be highly advantageous.
