The Georgetown Learning Center (GLC) is King County Children, Youth and Young Adults Division’s (CYYAD) Reengagement Center focused on careers in the Trades. The GLC provides case management and education services to young people ages 16-24 years with focus on transitioning students to post-secondary pathways specifically in pre-apprenticeship and apprenticeship programs, training, and employment services. This position requires a highly skilled leader who can lead a team of Social Service Professionals, Instructors, employment services, and community partner staff while providing excellent customer service to the young people. 
 
The Georgetown Learning Center is one of four Reengagement Center’s operated by CYYAD. The three other sites are YouthSource Tukwila, Learning Center Seattle at Seattle Central College and Center for Education and Career Opportunity at Shoreline Community College. This leader needs to be able to see both the micro level of direct service and be able to translate that to a macro level impact, and vice versa.

This position will work in conjunction with leadership and with their teams, supporting cross site collaboration when effective and centering local community needs when that is needed. This position must be able to operate and succeed in an environment that includes measurement, data, and outcomes and support their team to do so as well. The environment is rooted in the fundamental goal to support young people to meet their education and employment goals. 

This position will require extensive skills working within a post-secondary environment, familiarity with the student transition from secondary to post-secondary programming and the supports available at the College. This position will also be responsible for the billing and reporting for Open Doors and should be familiar with the state and local requirements. As this is a new site this position must be able to build respectful and effective relationships quickly, be the face of the program, and market and support student flow into the program through making sure the community is aware of and knows how to access this valuable resource.

WORK SCHEDULE/CONDITIONS: This is a Term-Limited Temporary (TLT) position anticipated to end 2yrs after the start of position, but subject to change dependent on operational need. This position is scheduled to work 40 hours per week, Monday - Friday, 8am - 5pm. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. This position is union and represented by PROTEC-17-Non-Sups Staff. 


MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. ONSITE REQUIREMENT: The primary onsite location is South Seattle College – Georgetown Campus (6000 16th Ave SW, Seattle WA 98106) but will require travel throughout the county as required. 


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

  • Provide supervision and support to the GLC on-site case management team and partner staff.
  • Lead the GLC team and develop and implement pathways and supports for students to move from secondary to post-secondary specifically in trade focused pre-apprenticeship and apprenticeship programs to a family supporting wage job. 
  • Understand how to apply and maintain equity and social justice, heart-centric practices into engagement with staff, students, and community partners.
  • Ensure excellent customer service at the GLC, including resolving concerns with students, parents and community partners.
  • Ensure that communications (formal and informal) of the needs of students, staff, are shared with and contributed to the shared consciousness of the CYYAD leadership team, and other stakeholders. 
  • Be able to recruit and support a team to recruit eligible students into the program from around the surrounding area.
  • Build relationships with community to ensure that pathways to GLC are open, easy, and accessible for all.
  • Build new systems and programs.
  • Complete billing for Open Doors. 
  • Engage with the community in both outreach into the colleges, high schools, non-profits, and ensure CYYAD/GLC has a strong and known presence as a pathway for students.
  • Maintaining cadence of meeting schedules with leadership team, staff, and Seattle Central College administration.
  • Apply and maintaining equity and social justice, heart-centric practices into engagement with staff, students, and community partners.
  • Provide leadership and day-to-day oversight of facility.
  • Provide day-to-day engagement and relationships with Seattle Central College. 
  • Maintain comprehensive knowledge of community resources and services. 
  • Provide oversight of the implementation of youth development programming schedule of events and ensure student's needs are being met.
  • Explore continuous improvement opportunities through a value based, creative forward approach.
  • Review data and use data for continuous quality improvement.
  • Perform other related duties as assigned.
  • Three years of increasingly responsible recent experience in youth program management, planning, development, implementation and/or a combination of education and experience. Experience should be specific to young people ages 16-24 years and in education and employment services. This should include experience working within and transitioning students to family supporting wage trade programs. Recent experience is defined as within the last five years.
  • Two years of demonstrated leadership and/or supervisory skills within a multidisciplinary and multi-agency team; this can be demonstrated through functional leadership. 
  • Knowledge and experience with Reengagement programs and the Workforce Innovation and Opportunity Act (WIOA) or similar; and Community College policies and processes, or federal grant or similar.
  • Experience with or familiarity with Open Doors billing and ability to track, maintain, a create reports. 
  • Experienced in creating and driving programs from concept through implementation and management.
  • Experience (1+yrs) marketing and engaging students into programming including meeting performance/enrollment benchmarks. 
  • Ability to multitask and work in stressful situations involving youth and young adults.
  • Ability to lead with race, equity and social justice principals and at least five years’ experience working with Black, Indigenous, People of Color (BIPOC) youth. 
  • Strong leadership and management skills, including team building and team accountability.
  • Demonstrated team building skills with youth and adults.
  • Demonstrated experience in ensuring program compliance with contract policies, procedures, program requirements, and federal regulations.
  • Demonstrated experience in gathering, maintaining, analyzing data and developing formal written reports for professional and community audiences.
  • Demonstrated ability to develop and maintain collaborative partnerships with stakeholders.
  • Proficiency with Microsoft Office applications, including Word, Excel, and Access.
  • Valid Washington State Driver's License or the ability to travel throughout the county in a timely manner.
  • Ability to pass a post-offer/pre-hire Washington State Patrol background check.
