Description
The City of Bellevue is seeking a strategic and forward-thinking leader to advance the planning and delivery of major maintenance, enterprise space optimization, and capital improvement projects across its municipal facilities portfolio. As the Facility Planning & Delivery Manager within the Finance & Asset Management Department (FAM), you will guide short and long-range facility planning, steward enterprise space needs, and lead complex capital project delivery from concept through construction. You will champion change management, strengthen project delivery performance, and drive continuous improvement in planning and portfolio outcomes—ensuring City facilities remain environmentally sustainable, universally accessible, and aligned with organizational priorities, regulatory requirements, and stakeholder expectations.
Leadership & Strategy
- Establish the vision, strategic direction, goals, and priorities for the Facility Planning and Delivery Section, incorporating sustainability, climate resilience, and accessibility principles.
- Oversee planning for renovation and facility improvement projects, including development of major maintenance master plans and enterprise space plans; lead project scoping, sequencing, and resource forecasting with attention to energy efficiency, lifecycle cost, and inclusive design.
- Guide strategies for rehabilitation, renewal, replacement, and condition assessment of City assets; develop policies, procedures, and best practices to improve consistency, predictability, compliance, and efficiency.
Project & Portfolio Management
- Direct end-to-end delivery of space planning and capital projects including planning, design, procurement, construction, commissioning, and close-out.
- Ensure projects incorporate sustainable design standards (energy efficiency, carbon reduction, responsible materials) and meet or exceed ADA/universal accessibility requirements.
- Oversee portfolio performance; establish governance frameworks, metrics, and reporting to improve Capital Improvement Program (CIP) delivery accomplishment rates.
- Lead complex decision-making related to scope, schedule, budget, risk, and trade-offs; escalate issues and drive resolution.
Fiscal Oversight & Contracts
- Develop and manage program and project budgets; evaluate lifecycle costs and sustainability investments.
- Lead contract development, negotiation, and administration for consultants, contractors, and vendors; ensure compliance with public procurement requirements and funding conditions.
- Identify and pursue grant funding opportunities supporting sustainability, energy efficiency, and accessibility; oversee grant application, compliance, and reporting.
Team Leadership & Supervision
- Plan, organize, assign, and evaluate the work of professional and technical staff; hire, supervise, coach, and conduct performance evaluations.
- Build staff capacity in sustainable design practices, regulatory accessibility standards, and inclusive project delivery; foster a collaborative, accountable, high-performing culture.
- Champion data-driven decision-making through development of reporting tools and performance metrics.
Stakeholder & Community Engagement
- Coordinate with internal departments (e.g., Fire, Parks, Transportation, IT, Legal, Procurement) and external stakeholders.
- Lead internal engagement and organizational change management related to enterprise space planning and capital projects.
- Prepare and deliver presentations, reports, and recommendations to executive leadership, City Council, and/or community groups.
Regulatory Compliance & Risk Management
- Ensure compliance with federal, state, and local laws, regulations, and codes related to public works, construction, ADA, and environmental standards.
- Identify risks and implement mitigation strategies across projects and programs.
Supervision Received and Exercised
- Works under the general supervision of the department Assistant Director or Director.
- Supervises professional and technical staff directly and/or through project leads.
- Collaborates closely with the Facility Operations Section Manager and Municipal Capital Delivery Manager to align standards, planning, construction, and maintenance activities.

Education and Experience Requirements
- Bachelor’s degree in architecture, engineering, interior design, construction management, public administration, or related field.
- Seven (7) or more years of progressively responsible experience in space planning and/or capital project/program management, preferably in the public sector.
- Experience supervising professional or technical staff.
- Equivalent combinations of education, experience, and training will be considered.
Knowledge, Skills, and Abilities Requirements
- Comprehensive knowledge of capital project planning, design, construction management, and public-sector project delivery methods.
- Strong understanding of facility asset management, lifecycle costing, major maintenance planning, and enterprise space planning principles.
- Knowledge of sustainability practices, energy efficiency strategies, environmental regulations, ADA requirements, and universal design standards.
- Ability to lead complex programs and manage multiple high-impact projects simultaneously while balancing scope, schedule, budget, and risk.
- Strong analytical skills with the ability to interpret facility data, evaluate program and project performance, and support continuous improvement.
- Excellent communication, negotiation, and facilitation skills with the ability to engage diverse stakeholders and present to executive leadership.
- Ability to develop policies, procedures, planning frameworks, and governance tools that strengthen consistency, compliance, and operational alignment.
- Ability to build collaborative relationships across departments and external partners, fostering coordination, trust, and effective project delivery.
- Knowledge of municipal CIP processes, budgeting, and public sector procurement
- Must operate City vehicles to drive to various facility sites across the city as needed.
Certifications
- Project Management Professional (PMP), Certified Construction Manager (CCM), or similar certification desirable.
- LEED Accreditation, Certified Access Specialist (CASp), or similar sustainability/accessibility credentials desirable.

Flexible/Hybrid Working:
A hybrid work schedule may be available for this position after an orientation period working in the office after hire. Remote work for this position is subject to operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington within reasonable commuting distance to Bellevue City Hall.
Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).
