Description
GIS and Data Architect (ArcGIS Online) (Ref: 1110407)
Estrada Consulting, Inc. | Public sector transit client | Remote, US based | $50 to $80 per hour
About the role
ECI is looking for a senior GIS and data architect to own the spatial data design, ArcGIS Online configuration and the annual update script for a public displacement dashboard. This is a hands-on role: you will design the hosted feature layers, reconcile the analysis partner's station and corridor geography with the client's transit layers, write and document the ArcGIS API for Python update script, and hand the whole thing over to the client's GIS staff in a form they can run on their own.
About the project
Estrada Consulting, Inc. (ECI) is assembling the team for a public, map-based web application for a public sector transit client. The dashboard will show the results of a regional analysis of household moves around transit stations and corridors over a twenty year period, so that agency staff, partner agencies and community members can see where displacement pressure is building and what the data says about it.
ECI's proposed solution is built in the client's organizational ArcGIS Online: hosted feature layers, an ArcGIS Experience Builder public application, an ArcGIS StoryMap for the key takeaways, and a documented ArcGIS API for Python script that client staff will run each year to load the next year's results. The product must meet WCAG 2.1 Level AA and is turned over to the client with all code, configuration and documentation.
Responsibilities:
- Design the ArcGIS Online hosted feature layers for transit alignments, station areas, control corridors, counties and cities, and the analysis partner's station, corridor and region-wide results by year, including the project phase per corridor and year.
- Define the data contract with the analysis partner: input file layouts (CSV and GeoJSON), field definitions, coordinate systems, validation rules and the handling of suppressed or small-count values.
- Reconcile the analysis partner's station and corridor definitions with the client's transit alignments and station area buffers so that every station on the map matches the station in the analysis.
- Write, test and document the ArcGIS API for Python update script and a notebook version that client staff will run each year to validate, load and publish the next year's outputs.
- Configure the client's organizational ArcGIS Online items: layer and item documentation, sharing to Everyone, view layers, symbology and performance for public use.
- Produce the layer documentation, data dictionary and update runbook, and lead the knowledge transfer sessions for the client's GIS staff.
- Support the dashboard developer with layer design for Experience Builder widgets, charts and filters, and support QA with data validation of the loaded results.
- Transfer all code, configuration and documentation to the client's repository before acceptance.
Required Qualifications:
- 10 or more years of GIS experience, including at least 3 years administering and publishing in ArcGIS Online (organizational subscription): hosted feature layers, views, item sharing, groups and credits.
- Hands-on ArcGIS API for Python (arcgis module) and ArcPy experience: loading and updating hosted layers from CSV and GeoJSON, scheduling or documenting repeatable update scripts, Jupyter notebooks.
- Strong spatial data design skills: geodatabase and feature layer schemas, coordinate systems and projections, spatial joins and buffers, data quality checks.
- Experience supporting public-facing ArcGIS applications (Experience Builder, ArcGIS Dashboards or StoryMaps) as the data and services lead.
- Experience handing off GIS data products and scripts to a client's own staff with documentation they can follow without the vendor.
- Clear written and spoken communication with non-technical stakeholders.
- US based and able to pass a basic background check.
Preferred Qualifications:
- Transit, transportation or land use GIS work (transitway alignments, station areas, ridership or housing data), ideally for a public agency or MPO.
- Experience with ArcGIS Enterprise and ArcGIS Pro in addition to ArcGIS Online.
- Familiarity with census, parcel or address-level data and with suppression rules for small counts.
- Experience with WCAG 2.1 AA requirements as they apply to map content and data tables.
- GISP or ESRI technical certification.
Terms:
Estimated effort: About 180 hours over five months, roughly 8 to 10 hours per week, heavier in the first two months.
Work Arrangement: Remote. All team members must be US based. Regular video meetings with the client's project team, its analysis partner and a steering committee are scheduled on Central time.
Duration: About five months, contingent on contract award. The expected start is early 2027.
Rate: $50 to $80 per hour, depending on experience.
Other Requirements:
Candidates must consent to a basic background check (resume accuracy, professional qualifications, identity and criminal history) as required by the client. The candidate's name and a resume summary will be included in ECI's proposal.
