Description

Under general direction of the County Assessor, locates, lists, inspects and appraises for assessment purposes residential, agricultural, multi-residential, dually-classified and exempt, property in Scott County to determine fair market value for use in the computation of property taxes to be levied. Assists in appraisal operations, training of appraisal staff and coordination of departmental resources as required.1. Appraises real estate for the purpose of property valuation and taxation.

2. Measures, lists, photographs and sketches new and existing construction, plats and other field projects under the direction of the Assessor and in accordance with Iowa laws.

3. Classifies, values and re-values new and existing properties as directed and in accordance with Iowa laws.

4. Reads and interprets blueprints, legal descriptions, plats and condominium articles and amendments.

5. Gathers, analyzes and objectively evaluates data and applies appropriate changes and adjustments. May make recommendations in assessment changes or revaluation projects.

6. Analyzes and compares assessments of different market areas to maintain equity and consistency in assessments.

7. Communicates regularly with property owners to address questions and concerns on the appraisal process.

8. Maintains accurate notes and records. Accurately enters data into software systems. Meets established deadlines for work assignments. Provides customer service that is professional, courteous and responsive.

9. Provides research, support and testimony in assessment litigation and appeals.

10. Attends departmental and other work-related meetings, professional development training and continuing education courses locally and regionally at the discretion of the Assessor, often requiring travel and overnight stays.

11. Under supervision, may assist with training of appraisal staff in accordance with county/department employment policies.

12. Performs other duties as needed and/or assigned.Work Experience:

Preferred minimum five (5) years appraisal experience in an Assessor's Office or equivalent experience in the following professions will be strongly considered; real estate appraisal, real estate sales/broker, real estate mortgage lender or loan officer, real estate attorney, GIS or Data Base Administration.

Education:

High School Diploma or equivalent required. Associate's degree or higher preferred. Successful completion of IAAO Courses 101, Legal Descriptions, Land Valuation and Iowa Department of Revenue and Finance's Basic Assessment School or equivalent approved courses.

Essential Skills:

Must be responsible, trustworthy and honest.

Must possess a valid driver's license and reliable insured vehicle.

Must be proficient in Microsoft Office products especially Word, Excel, and Outlook.

Must have proficiency with and the ability to create basic queries in one or more databases (Camavision, MS Access, SQL, Oracle, Firebird, etc).

Working knowledge of the principles and procedures of real estate appraisal,
specifically the cost approach, but also the sales comparison and income approaches.

Working knowledge of Uniform Standards of Professional Appraisal Practice (USPAP) Standard 6 – Mass Appraisal.

Working knowledge of, and ability to properly interpret and implement the different real estate classifications.

Working knowledge of the processes and procedures of the Assessor's Office.

Working knowledge of GIS and aerial photography software.

Working knowledge of the Iowa laws, regulations and procedures governing assessments.

Working knowledge of the basic principles of new and replacement construction processes and costs.

Working knowledge of applicable property credits and exemptions.

Working knowledge of methodologies, techniques and the mathematical calculations required in appraisals, valuations and assessments.

Ability to establish and maintain effective working relationships with the public, co-workers and work colleagues.

Ability to work with and properly handle sensitive material and information, as required.Relationships

Environmental Conditions

Field and office. Must be able to work outside year round in all seasons and all weather conditions as needed. Frequent exposure to upset property owners in the course of duties.
