Overview:

Manage first line of defense Investor and Regulatory Risk Management responsibilities for the business units that comprise the Consumer and Small Business Bank inclusive of all responsibilities outlined in accordance with the Enterprise Risk Framework and Enterprise Compliance Program. Oversee the proactive identification, accurate assessment and reporting of risks including State and Federal regulatory risk as well as Investor, insurer and counterparty risk. Lead complex activities and provide guidance on risk issues impacting the business areas. Support all aspects of the business units and maintain effective relationship with critical business partners.

POSITION RESPONSIBILITIES:

• Monitor and analyze regulatory announcements. Set strategy for the implementation of regulatory requirements including analyzing state and federal requirements to determine relevance to business line and the validation or development of controls, policies, and procedures.
• Oversee the research of cases where suspicious activity is identified, mitigate risk of potential fraud, and report suspicious activity in accordance with investor/insurer requirements.
• Manage the testing/monitoring plan for the business areas (both regulatory and investor/insurer (as applicable); assist with the development and design of monitoring/testing; use risk-based approach to determine appropriate oversight activities
• Responsible for coordinating all internal and external Audit, Regulator, Investor and Counterparty reviews or requests.
• As applicable, monitor and analyze investor / insurer communications to understand requirements and determine relevance and applicability to impacted business lines; Set strategy for the implementation of investor/insurer requirements.
• Create and maintain well-structured policies and program documents that clearly guide business decisions.
• Promote an environment that supports belonging and reflects the M&T Bank brand.
• Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
• Complete other related duties as assigned.

NATURE AND SCOPE:

This position provides senior management risk oversight of the Bank’s consumer and small business areas. Developing and implementing the strategy for these areas and delivering results on the strategy are key components of the job, as is ensuring regulatory compliance and adherence to Bank standards.  The position is required to adapt to and initiate change within areas of responsibility.  

MANAGERIAL/SUPERVISORY RESPONSIBILITY:

Directly supervise 3-5 business line managers Indirectly supervise approximately 20-40 staff

MINIMUM QUALIFICATIONS REQUIRED:

Bachelor’s degree and a minimum of 12 years compliance, risk management, or related experience, with a minimum of 8 years in a managerial risk capacity or in lieu of a degree a combined 16 years’ higher education and/or work experience, including a minimum of 12 years relevant work experience, inclusive of 8 years of managerial experience.

IDEAL QUALIFICATIONS PREFERRED:

MBA or advanced degree. Knowledge of bank policies and procedures. Knowledge of overall Bank strategic vision and mission with ability to link to division mission.

M&T Bank is committed to fair, competitive, and market-informed pay for our employees. The pay range for this position is $154,700.00 - $257,900.00 Annual (USD). The successful candidate’s particular combination of knowledge, skills, and experience will inform their specific compensation.
