Description

The City of Asheville is seeking highly qualified applicants for the Resilience Division Manager position. The position serves as a strategic leader and the primary stakeholder for climate resilience across the City’s project-based work departments. This role focuses on embedding resilience into the culture and processes of the City's project-based work departments and is responsible for leading a team of professionals to guide and execute climate resilience-related work and projects. 
  • Leads and develops a team of professionals. Hire, onboard, train, and develop/coach team. Supports departmental leadership needs as necessary.

  • Implements and oversees council-adopted action plans focused on sustainability and climate resiliency. Operationalizes the work necessary to meet the defined objectives of these programs and initiatives. Pilots approaches for larger initiatives before transitioning work to an organizational scale.

  • Monitors the City's capital processes to identify and implement sustainability-related improvements, thereby enhancing the resilience of city-owned assets. Dispatches resources, including technical assistance or funding, to support other City initiatives. 

  • Gathers, analyzes, and communicates key performance indicators and measures for the division. Develops measures in collaboration with organizational stakeholders. 

  • Develops spending plan within defined budgetary limits in alignment with assigned work and strategic goal-setting. Approves and monitors expenditures. Evaluates budget requests and recommends changes to the annual budget. 

  • Leads contracting processes for the division, including but not limited to issuing and managing requests for proposals, developing terms, and finalizing contracts. 

  • Maintains and develops relationships with internal and external stakeholders. Represents the City regarding assigned work with external stakeholders such as other governmental partners, vendors, and community engagement stakeholders. 

  • Bachelor’s Degree or an equivalent combination of education and experience. 

  • Three (3) years of experience working in project management role or capacity.

  • Experience working in a climate resiliency-related discipline or field, including but not limited to energy, public policy, agriculture, green infrastructure, or similar. 

  • Demonstrated experience translating policy into operational work.

  • Experience performing in a leadership role.

Physical Ability Requirement:
Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one that involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally and other sedentary criteria are met.
Sensory Requirement:
Tasks require frequent or precise sensory discrimination. For example, distinguishing multiple colors/shades, interpreting detailed visual or auditory cues, or clear oral communication in group or noisy settings. Errors due to sensory limitations could impact work quality or safety.
Environmental Factors:
Essential functions are performed in standard office or controlled indoor environments. No exposure to adverse conditions is required.
