The Work Unit:
The Prevention Services Division works with partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The division strives to understand the needs of Colorado’s communities and encourages the contributions of stakeholders in identifying and solving public health problems. The division is committed to the professional development, collaborative effort, and sustained wellness of its workforce.The Children, Youth and Families (CYF) branch is the organizational entity within the Prevention Services Division that plans, designs, implements, and evaluates public health interventions related to women, children and youth, including children and youth with special health care needs, with a goal of maximizing the health and well-being of Colorado’s maternal and child health population. Special emphasis is placed on evidence-based practices, data-based decision-making, training, technical assistance, community partnerships, and integration of various branch program efforts to assure health outcomes are maximized. The branch consists of the following teams: Family Adversity and Mortality Prevention Section, Children and Youth with Special Health Care Needs Section, Maternal and Child Health Local Support Team, the Branch Operations Team and the Workforce Development Section. This position is part of the MCH Local Support Team within the Maternal Child Health (MCH) program, which exists to optimize the health of women, children, adolescents, children with special health care needs and families. The MCH program works with staff from across the Prevention Services Division, the Department and the statewide network of local public health agencies.
What You Will Do:
This position employs public health strategies that support community action, facilitates capacity building, strengthens public health infrastructure, and enhances systems of care. This position is the primary liaison to MCH staff within their designated portfolio of local public health agency grantees. This position is also the primary liaison between state MCH Strategy Leads and the designated local public health agencies in their portfolio to support the implementation of local strategies that impact the MCH priorities.The position negotiates contracts on behalf of CDPHE and ensures contract deliverables are met, while providing high level technical assistance to ensure the successful implementation of the MCH program in Colorado. Activities include: Title V funding administration; budget management; data surveillance; collection and dissemination; collaborative planning; contract management, contract monitoring and program development. This position ensures that the MCH program makes connections across local public health agencies and other entities to create and leverage strategic initiatives and partnerships.
This position provides high-level, expert public health consultation and technical assistance to local public health agencies, specific to the MCH public health planning process. This includes community assessment (i.e., the presentation and interpretation of MCH indicator data), issue prioritization, and operational plan and budget development to address MCH needs in the community. The position monitors the local public health agency program and fiscal performance, coordinating the review of invoice submissions and quarterly reports. This position provides technical assistance to contractors for administrative contract requirements, issues, and monitors grantee Performance Improvement Plans when needed. The MCH local liaison also provides public health programmatic consultation in collaboration with state MCH staff, including guidance and technical assistance for evidence-based MCH program planning, development, and implementation of MCH priorities, which are selected as part of the MCH needs assessment process every five years.

Minimum Qualifications:
Experience Only:
Six (6) years of professional experience in public health programs, working with communities, local, state, tribal, and/or territorial jurisdictions, which must include providing customer service to internal and/or external partners.
OR
Education and Experience:
A combination of related education, graduation from an accredited college or university in public administration, public health, or a field of study closely related to the work assignment, and professional experience in public health programs, working with communities, local, state, tribal, and/or territorial jurisdictions, which must include providing customer service to internal and/or external partners equal to Six (6) years.
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

- TRAVEL: 10% of time. This position may require occasional in state travel to those agencies outside the Metro Denver area and travel to out of state conferences. Travel is estimated to be less than 10% of the position's time, or 1-5 times per year. There may be times when this position travels with others to local in person check ins and/or conferences. Overnight travel may be required when distance makes this necessary.
