General Dynamics Information Technology is seeking an experienced systems analyst to join our team in Norwalk, CA, working with partners from local, state, and federal law enforcement agencies. The selected individual will serve at a client site to work on new records management systems (RMS) to track, store, and analyze data, often independently and at times in coordination with the client Project Director/Project Manager.
RESPONSIBILITIES
The essential duties and tasks of the Systems Analyst Senior assigned to this program include but are not limited to:
Vendor Management
- Assist the Project Director/Project Manager to ensure service level agreement (SLA) compliance.
- Assist the Project Director/Project Manager with monitoring project timelines, deliverables, and budget adherence.
- Assist the Project Director/Project Manager with liaising between law enforcement agencies and providers.
System Development and Integration
- Manage system upgrades, customization, and interoperability among RMS.
- Ensure the platform meets customer needs, incorporating user feedback.
- Oversee cybersecurity measures and data integrity standards.
- Conduct system design audits to provide creative resource solutions to improve efficiency and effectiveness.
- Collaborate with internal development teams to align database systems with organizational needs and requests.
Training and User Adoption
- Develop and execute training programs for law enforcement and civilian personnel.
- Provide ongoing technical support and optimize system usability.
- Prepare and maintain technical documentation to guide system users and assist with ongoing operation, maintenance, and development of systems.
- Enhance adoption through strategic planning, best practices, and user engagement strategies.
- Assist the Project Director/Project Manager with establishing memoranda of understanding or agreement (MOU/MOA) with partner agencies during the implementation process.
Policy Development and Compliance
- Collaborate with the Privacy Officer to establish policies on data usage, retention, and privacy compliance according to governing guidelines and state authority.
- Align system operations with legal and regulatory standards.
QUALIFICATIONS
- A bachelor’s degree in computer science, Engineering, Information Technology, Information Management, or a related field
- A minimum of 3 years of experience in systems analysis or a related field
- Proven ability to perform detailed analysis and systems designs
- High level of technical documentation writing skills
- Excellent interpersonal and verbal/written communication skills
- High degree of intrapersonal initiative requiring sound judgment with minimal supervision and guidance
- Desired: ITIL or Security+ Certification
- Desired: An active Secret security clearance; Top Secret eligible
