Program Manager, Major Projects
Spark Power Corp USA is seeking an experienced Program Manager, Major Projects who will be accountable for the successful end-to-end delivery of large and complex programs and projects, spanning both high voltage and low voltage electrical infrastructure work. This role provides senior project leadership across the full project lifecycle – from initial scoping and estimating through engineering, procurement, construction, commissioning, and closeout – for programs that may include multiple concurrent projects, sites, contractors, and internal delivery teams.
Our ideal Program Manager, Major Projects candidate will be the single point of accountability for assigned programs, the Program Manager, Major Projects leads cross-functional and often cross-regional teams, manages client and stakeholder relationships at a senior level, and ensures that safety, quality, schedule, and financial targets are met or exceeded. This position blends the technical rigor of a traditional high voltage/low voltage Project Manager with the broader coordination, governance, and reporting responsibilities required to run programs at scale
What will you do in this position?
- Program & Project Leadership
- Serve as the single point of accountability for the successful delivery of assigned major projects and programs, spanning high voltage and low voltage electrical scopes.
- Lead project teams (internal staff, subcontractors, and vendors) through all phases of the project lifecycle: initiation, planning, execution, monitoring/control, and closeout.
- Where a program includes multiple linked projects, provide overall program governance – coordinating scope, schedule, and resource interdependencies across individual project managers and workstreams.
- Identify and pursue opportunities for account growth and follow-on work within existing client programs.
- Team Leadership & Resource Management
- Lead, mentor, and develop project managers, engineers, coordinators, and site supervisors assigned to the program, fostering a high-performance and safety-first culture.
- Coordinate with resource/branch managers to secure the labour, equipment, and materials needed to meet project commitments.
- Set clear expectations, provide regular performance feedback, and support the professional development of project team members.
- Risk Management & Reporting
- Identify, assess, and mitigate project and program risks (technical, commercial, safety, schedule) throughout the project lifecycle.
- Maintain accurate project documentation, including status reports, risk registers, meeting minutes, and lessons-learned records.
- Provide timely, accurate reporting to senior leadership on program health, financial performance, and key risks/issues.
Do you have the Spark? Here’s what we’re looking for:
- Bachelor's degree or diploma in Electrical Engineering, Construction Management, Engineering Technology, or a related field; equivalent combination of education and directly relevant experience will be considered.
- 5+ years of progressive project/program management experience delivering electrical infrastructure projects, with direct experience in both high voltage (>800V) and low voltage systems.
- Demonstrated success managing large-scale, multi-site, or multi-year programs, including projects with total installed value in the multi-million-dollar range.
- Prior experience in substation construction, utility/industrial electrical projects, renewable energy (solar/wind/BESS), or comparable heavy electrical infrastructure work is strongly preferred.
- Experience managing subcontractors, EPC-style delivery, and client-facing commercial relationships.
- Professional Engineering designation (P.Eng. in Canada or PE in the U.S.), or active pursuit of licensure, is strongly preferred.
- Candidates holding a Red Seal/journeyman certification as an Electrician or Powerline Technician, combined with equivalent field leadership and project delivery experience, are equally encouraged to apply and will be given strong consideration in lieu of a P.Eng./PE designation.
- Project Management Professional (PMP) certification, or working toward one, preferred.
- Valid driver's license and ability to travel to project sites as required.
- Additional relevant safety certifications (e.g., NFPA 70E, First Aid/CPR) are an asset.
Working Conditions:
- Combination of office-based work and regular travel to active project and client sites (estimated 25–50%, varying by program phase).
- May require site visits to active construction, substation, or utility environments; adherence to all site-specific PPE and safety requirements is mandatory.
- Occasional evening/weekend availability may be required to support critical project milestones, outages, or commissioning events.
- Valid passport and ability to travel across Canada and/or the United States, as applicable to assigned programs
