THIS IS AN INTERNAL ONLY POSTING FOR CURRENT CROW WING COUNTY EMPLOYEES.

This position is responsible for overseeing and coordinating multiple priorities in the areas of administrative reporting, policy and procedure development, technological support, payroll, and personnel management.  This position participates in setting strategy and communicating objectives to both internal and external shareholders in a variety of settings both formal and informal. The position manages ambiguity during transitions in leadership by maintaining a consistent awareness of the details related to multiple ongoing and short-term projects that can be complex and specific to the Sheriff’s Office and/or Crow Wing County as a whole. The position objectives are met through relationship management, organizational awareness, the collaboration/coordination of resources, and the knowledge/application of specialized procedure, statutes, regulation, and records related to the office.  Critical thinking, sound judgment, and the ability to make clear, solid decisions in a timely manner with little or no supervision except for periodic review are essential in this role.

Supervision:

  • Maximize staff/team capability and performance through effective training, coaching and performance management. 
  • Ensure effective staff/team relations; create an ethical, non-discriminatory and safe environment; establish effective communication methods; identify and resolve problems, manage conflict and promote engagement and collaboration within and outside of the programmatic area. 
  • Manage, monitor and measure work through application of existing and/or development of new data collection and analytics systems to ensure effective resource utilization and accomplishment of performance targets. 
  • Evaluate resource requirements, assign and direct resources to ensure achievement of performance and productivity objectives 
  • Prepare performance reviews, conduct performance discussions, and provide developmental feedback and coaching to ensure effective performance. 

Leadership Responsibilities:  

  • Interpret and ensure self and staff are in alignment with the mission, vision, values and strategic priorities of the programmatic area, department and organization; ensure compliance with department and organization policies regulations and contracts. 
  • Provide effective leadership within assigned programmatic area; make decisions; solve problems; develop procedures; develop records/files; conduct meetings; represent unit within and outside of the organization. 

Human Resource:

  • Oversees hiring for all divisions. Develops and maintains standardized communication and processes. Works directly with applicants, hiring managers, interview panels and other key staff or outside vendors throughout each hiring cycle. Makes recommendations and adjusts practices as needed to remain competitive in the recruitment and hiring of qualified applicants.
  • Prepares and communicates all offers for employment based on past practice, internal equity, input from hiring manager, existence and status of applicable labor agreement and current pay matrix.   Provides necessary analysis for wage increases due to internal transfers or promotions. 
  • Coordinates initial hire and sets orientation date for all new employees. Conducts first day orientation and ensures effective introduction to overall operation, office policies, procedures, systems, and basic reporting requirements.
  • Collaborates in providing labor cost modeling, evaluating contractual impacts and requirements, recommending proposals to enhance operational effectiveness and serving as a member of the negotiating committee as assigned.

Data Practices:

  • Serves as a primary resource in MN Data Practices as it relates to Law Enforcement.  Maintain a solid understanding of the statutes, an awareness of rulings and recommend changes in our practice to ensure on-going compliance.  Demonstrate an ability to communicate appropriate messaging related to our responsibilities in this area to others. 
  • Manages the responses to all data requests related to employment, personnel, and overall operations for the Crow Wing County Sheriff s Office in accordance with Minnesota Data Practices and office policies and procedures.

Technology: 

  • Serves as system administrator for primary records management system serving multiple law enforcement agencies, managing system upgrades, user training, process documentation, procedural requirements and troubleshooting to ensure user and system effectiveness.  
  • Serves as agency administrator on numerous programs accessed through federal and state agencies and administrator on many internal programs; manage user access through passwords and permissions and ensures general compliance to maintain the integrity of each application.
  • Sets standards for database maintenance. Researches duplications, repairs incident name records and merges master name records when appropriate. Recommend training, procedural or policy changes needed to address common or reoccurring errors. 
  • Manages and serves as a lead participant in the identification, evaluation, selection, and implementation of various systems used to manage records and/or personnel.   
  • Identifies technology training needs, plans, organizes, and occasionally facilitates programs for in-service training, seminars, or conferences to address staff development and ensure necessary knowledge, skills and abilities are maintained.
  • Develops, costs, and maintains replacement plan for all computer hardware used throughout the office. Reviews and approves requests for new or replacement equipment. Submits and approves all purchase orders related to same. 
  • Facilitates monthly SO/IT meeting to coordinate resources, keep project leads, support and other stakeholders current the success/challenges in technological deployments and other projects.   

Finance and Reporting:

  • Prepares and submits various reporting on behalf of the office to federal, state and private agencies, including but not limited to the FBI, BCA, MN POST, MCIT, as scheduled and/or requested.
  • Gathers information and prepares complex worksheets, confidential correspondence and other communications for matters relating to personnel issues, labor relations, and other legal matters.
  • Tracks, prepares, and approves multiple internal reports.
  • Develops division budgets and ensures achievement of revenue and expense targets.  Participates in internal budget meetings to the extent needed.  
  • Oversees payroll review to ensure compliance with Federal and State, County, and contractual requirements, ensures consistent application on matters related to overtime, holiday pay, extended leaves of absence and other negotiated benefits for multiple bargaining units. 

Other:

  • Participates in various projects as assigned, ensuring application of effective project management practices and achievement of project goals and objectives. 
  • Proactively identifies process improvement opportunities throughout the operation.  
  • Adheres to all Crow Wing County Sheriff's Office Policies and Procedures.
  • Performs other related functions as assigned or apparent in a highly effective and professional manner
    • Bachelor’s degree in management or closely related field or equivalent knowledge gained from a combination of education and experience.
    • Five (5) years of work experience of a similar nature and scope of responsibility.
    • Advanced proficiency in computer applications.
    • Accurate keyboarding skills. 
SPECIAL REQUIREMENTS:
  • Satisfactory completion of Department of Public Safety background examination.
  • Eligible to become a Notary Public.
  • Eligible for certification as a CJIS/NCIC operator by the BCA (Bureau of Criminal Apprehension).

DESIRABLE OUALIFICATIONS:

  • Previous experience in Law Enforcement operations including terminology and administrative processes.
  • Experience using Microsoft Excel at an advanced level to organize, analyze, and present data. 
  • Experience utilizing databases and other information systems to collect, maintain, retrieve, and analyze information.

KNOWLEDGE SKILLS AND ABILITIES:
  • Success in the analytical evaluation of data presented in various formats; including the ability to collect, organize, visualize, and assimilate data to see patterns, draw conclusions and find solutions. 
  • Excellent written communication skills including grammar, formatting, and editing the work of others.
  • Skill is public speaking and the ability to express complex or new initiatives effectively to varying audiences.
  • Knowledge of and ability to apply effective supervisory principals in a workplace setting; ability to establish effective teams and motivate individual contributors.
  • Familiarity with Federal and State regulations governing employment.
  • Ability to design operating practices, processes, and procedures to support changes in statutes, technology, and other resources; ensuring on-going compliance and efficiency for the office.  
  • Ability to plan work according to predicted and/or current needs of the office; delegate as needed to ensure projects are completed and timelines are met.
  • Ability to prioritize work, exercise effective time management and multitask in a high volume, time sensitive environment. 
  • Understanding of internal and external systems/processes affecting law enforcement and local government in general.
  • Ability to evaluate work processes and apply continuous improvement methodology to ensure efficiency. 
  • Ability to read and process various legal documents.
    • Knowledge of the National Crime Information Codes, Minnesota Criminal Justice Reporting System, Minnesota Offense Codes and Uniform Offense Codes.
    • Working knowledge of civil and criminal law.
    • Good working knowledge of MN BCA requirements in regard to all law enforcement reporting requirements.
