Position Objective:
The Deputy Police Chief is a senior level leadership position responsible for assisting with the administration, management and direction of the police department.  Supports and works directly with the Chief of Police in the planning, coordination and supervision of personnel.  Provides high level leadership to influence department members to excel within the community policing philosophy.  Responsible for ensuring police protection to the city at all times.  The Deputy Chief assumes responsibility for the department in the absence of the Chief of Police.  

Professional/Technical Duties and Responsibilities:
  • Assists the Chief of Police in the administration, supervision, and day-to-day operations of the Police Department; assumes command of department operations and responsibility for department staff in the absence of the Chief or as delegated.
  • Provides direct supervision to Captains and oversees department staffing and scheduling.
  • Serves as a confidential management representative in personnel and labor relations matters, including labor negotiations, performance management, grievances, mediation, arbitration, and related employee matters.
  • Participates in the recruitment and selection of department personnel and makes recommendations regarding hiring, promotion, transfer, demotion, specialized training, orientation, and reassignment; oversees the department performance evaluation process and maintains related personnel records.
  • Manages and oversees the department training program, including the Field Training Officer Program, training requests, orientation of new and reassigned employees, and annual safety training.
  • Conducts, delegates, and oversees administrative and internal affairs investigations involving alleged misconduct and makes recommendations to the Chief of Police; oversees the Commendation Review Board.
  • Oversees development, review, revision, and implementation of the department operations manual, policies, and procedures, including research, drafting, editing, and communication of department requirements.
  • Oversees department finances, including budget development and administration, expenditures, purchasing, invoices, contracts, payroll, and accounting; provides the Chief with regular financial reports and recommendations.
  • Researches, develops, and prepares grant applications and administers grant programs; assists with the development and execution of contracts awarded to or retained by the Police Department.
  • Oversees department law enforcement equipment and technology, serves as the Department Local Agency Security Officer (LASO), and ensures appropriate management and security of department resources.
  • Oversees specialized administrative functions of the Police Department.
  • Assists with emergency management matters and responds on or off duty to major incidents and emergencies as appropriate; indirectly supervises major criminal investigations and provides operational support during significant incidents.
  • Maintains effective working relationships with other City departments, law enforcement agencies, governmental organizations, and community partners; represents the Police Department at public meetings, events, and other community functions and presents a positive and professional image.
  • Assists in compiling and preparing the department's annual report and other administrative reports; researches and evaluates departmental programs and practices and recommends improvements as appropriate.

Knowledge, Skills and Abilities:
  • Communications: Considerable ability to actively listen and understand others’ needs and situations and to speak, understand, and write English proficiently. Ability to assertively control conversations to quickly and accurately gather pertinent information and communicate it professionally and precisely to the appropriate recipient. Ability to read and understand correspondence and directives and prepare clear, concise reports. Considerable skill in oral and demonstrative presentations and in understanding and executing instructions as to both content and intent. Ability to plan, direct, lead, and supervise people in accordance with department goals, vision, and mission.
  • Decision Making: Considerable ability to manage diverse operations, evaluate organizational and management procedures, and recommend improvements. Must exercise decisiveness and sound judgment; assess problems and situations, anticipate needs, and evaluate alternatives. Ability to handle emergency and stressful situations without overreaction, remain flexible in adjusting to changing situations and procedures, and support and carry out directives. Considerable knowledge and ability to utilize appropriate resources and willingness to initiate their use. Ability to understand and carry out complex directions.

  • Quality of Work: Ability to produce quality work, detect and correct errors, use work time efficiently and productively, and appropriately prioritize work.
  • Technical Knowledge: Thorough knowledge of the principles and practices of current police and public administration, community policing, scientific methods of crime detection, and criminal identification. Thorough knowledge of federal, state, and local laws and ordinances pertaining to police work. Must maintain certification as a “First Responder” or equivalent level of certification. Considerable knowledge of the supervision and management of law enforcement staff.

Required Education and Experience:

  • Associate’s degree.  Ability to obtain a Bachelor’s degree within two years of hire.
  • Ten years of experience in police work; five years of which were as a licensed officer at the rank of Sergeant or higher. 
  • Licensed as a MN Peace Officer
  • Leadership training, EMR certification, and any courses or certifications necessary to retain POST licensure
  • A valid and unrestricted Class C or D drivers' license
  • Must meet the physical requirements to perform duties of police officer
  • Proficiency in Office 365 and other relevant applications and technology.
Preferred Education and Experience
  • Master’s degree in public administration, criminal justice or related field.
  • Completion of specialized law enforcement supervisory training such as the Southern Police Institute, FBI National Academy, or Northwestern Staff and Command.
  • State or federal certification in emergency management.
  • Internal affairs certificate.
  • Experience with, and a strong commitment to, community and problem-oriented policing are preferred.
Physical and Mental Requirements:
Must have normal vision, with or without correction, including close and distance vision, depth, color, night, peripheral vision, and ability to adjust focus. Must be able to communicate effectively orally and in writing, hear normal spoken communications and detailed instructions, and accurately convey information, including in situations requiring clear, loud, or rapid communication.Work requires regular sitting, speaking, hearing, and use of hands for handling, grasping, turning, and repetitive motions; frequent walking, reaching, and occasional standing, climbing, balancing, bending, stooping, kneeling, crouching, crawling, and working in tight or confined spaces. Must be able to move freely on public and private property, including stairs and uneven surfaces, and lift up to 50 pounds regularly and up to 90 pounds in some circumstances. Work may require pushing, pulling, tasting, smelling, and use of measuring devices and other equipment.Must be able to safely operate motor vehicles and equipment and observe and respond to surrounding activities. May require use of a self-contained breathing apparatus and specialized personal protective equipment.

Working Conditions:
Must be available to work varying shifts and hours within a 24-hour period, including evenings, weekends, holidays, and emergency or call-in assignments.  Work may require exposure to indoor and outdoor conditions, including extreme heat and cold, wet or humid conditions, moving mechanical parts, heights, fumes or airborne particles, toxic or caustic chemicals, electrical hazards, explosives, vibration, bloodborne pathogens, and other hazardous conditions.  Has considerable contact with the public.
