Project Officer-Immunization-Dollow

The Role Summary:

The Project Officer-Immunization will lead and support the implementation of the Expanded Programme on Immunization (EPI) activities under the GiveWell Immunization Program at district level in Baidoa/Dhobley/Dollow or Wajid in South West/Jubaland State. S/he will be responsible for the day-to-day coordination, implementation, and monitoring of routine and outreach immunization services in close collaboration with respective health partners, district health authorities, health facility staff, and community stakeholders. The officer will support microplanning, vaccine supply and cold chain monitoring, supportive supervision, data quality improvement, and capacity building of health workers to ensure effective delivery of immunization services in accordance with national EPI guidelines, donor requirements, and project targets.

The objective of this position is to strengthen immunization service delivery and increase equitable access to life-saving vaccines among children under five years of age and eligible women through routine and outreach strategies. S/he will ensure timely collection, analysis, and reporting of immunization data, monitor key performance indicators, and support evidence-based decision-making at health facility and district levels. This will contribute to improving vaccination coverage, reducing the number of zero-dose and under-immunized children, preventing vaccine-preventable diseases, and enhancing the overall performance and resilience of the immunization system within the targeted districts.

Key Responsibilities:

Project Coordination, Leadership and Partnership Management:

•  Coordinate and support implementation of routine immunization services and supplemental outreach activities in targeted districts (Baidoa, Burhakaba, and Dinsoor).
• Work closely with Ministry of Health, district health teams, health facility staff, and implementing partners to ensure effective delivery of immunization services.
• Support development and regular updating of microplans for fixed, outreach, and mobile immunization services.
• Conduct regular supportive supervision and monitoring visits to health facilities and outreach sites to assess service quality and adherence to EPI standards.
• Ensure implementation of national EPI policies, guidelines, and donor requirements across all supported sites.
• Monitor progress against project targets and recommend corrective actions where gaps are identified.
• Participate in district and state level coordination meetings and represent the project in technical discussions related to immunization.

Immunization Data Management, Monitoring and Reporting

• Roll out OGOW
• Collect, compile, verify, and analyze routine immunization data from supported health facilities.
• Monitor key immunization indicators including Penta-1, Penta-3, Measles, Fully Immunized Child (FIC), dropout rates, and zero-dose children.
• Ensure timely submission of weekly, monthly, quarterly, and annual immunization reports.
• Conduct regular data validation and data quality assessments in collaboration with the MEAL team and health facility staff.
• Track implementation progress against project work plans and targets.
• Support documentation and dissemination of best practices, lessons learned, and success stories.

Vaccine Supply Chain and Cold Chain Management

• Monitor vaccine availability and ensure adequate stock levels at supported health facilities.
• Support forecasting, requisition, distribution, and accountability of vaccines and immunization supplies.
• Conduct regular assessments of cold chain equipment functionality and temperature monitoring practices.
• Ensure proper storage, handling, transportation, and documentation of vaccines according to national EPI standards.
• Track vaccine utilization, wastage rates, and stock status, and recommend corrective measures where necessary.
• Report vaccine stock-outs, cold chain breakdowns, and supply challenges promptly.
• Collaborate with district and state EPI teams to strengthen vaccine logistics systems.

Community Engagement and Demand Generation for Immunization

•  Support community mobilization activities aimed at increasing immunization uptake and reducing vaccine hesitancy.
• Work with community health workers, local leaders, women's groups, and religious leaders to promote awareness on child vaccination.
• Coordinate defaulter tracing and follow-up activities for children who miss scheduled vaccinations.
• Support implementation of communication and social behavior change interventions related to immunization.
• Identify barriers to immunization access and utilization and recommend context-appropriate solutions.
• Monitor community feedback and address concerns related to vaccination services.

Capacity Building and Technical Support

• Train and mentor health workers on EPI service delivery, vaccine management, data recording, reporting, and monitoring.
• Support orientation of newly recruited health workers and outreach teams on EPI guidelines and standards.
• Facilitate on-the-job coaching and supportive supervision to improve service quality.
• Identify capacity gaps among health workers and develop appropriate improvement plans.
• Support implementation of quality improvement initiatives at health facility level.
• Participate in technical reviews, assessments, surveys, and evaluations related to immunization projects.
• Perform any other duties assigned by the Project Coordinator or Health and Nutrition Manager.

Essentials:

• Bachelor Degree in Public Health, Statistics, Nursing   or equivalent
• At least 3 years of relevant experience in a similar role.
• Familiar with the Community Health Strategy and working with Community Health Workers.
• Experience in Managing outreach programs.
• Fluency in English and Somali
• Training in Project Management, planning, M&E and report writing
• Skills in DHIS2, HMIS and data management.
• Data analysis and report writing skills
• Health information system knowledge and skills
• Experience in conducting qualitative and quantitative surveys
• Computer literacy with working knowledge of Microsoft Office (Excel), MIS, HIS, SPSS

Working Environment

• Office-based in Dollow, Jubaland State with domestic travel required from time to time.
