Description of Work

This position reports directly to the Newborn Screening Laboratory Unit Manager of the NC State Laboratory of Public health (SLPH). The primary purpose of this position is to provide scientific and technical leadership in the NBS Molecular Laboratory, with responsibility for method development, validation, implementation, and complex problem resolution. The position serves as a subject matter expert, providing strategic guidance and ensuring the scientific rigor, quality, and effective implementation and operation of molecular testing initiatives. This position will independently perform highly complex analytical procedures to detect DNA variants or molecular markers for conditions found on the Recommended Uniforms Screening Panel (RUSP). Polymerase chain reaction (PCR) methods, fragment analysis procedures, and next-generation sequencing (NGS) technologies are employed in various testing algorithms used within the Unit. This position is responsible for the scientific evaluation and assessment of new molecular methodologies for integration into the laboratory, including the addition of new disorders to the newborn screening panel and the incorporation of second-tier testing strategies into existing testing algorithms. This position provides technical leadership necessary for the continuous advancement of molecular testing within the newborn screening lab. This position serves as a subject matter expert in clinical laboratory molecular testing, driving the integration of innovative strategies to expand and strengthen the newborn screening program. This position is responsible for working occasional state holidays to maintain timely and accurate newborn screening testing services.

Knowledge Skills and Abilities/Management Preferences

50% – Method Development, Validation, Implementation, and Newborn Screening Advancement

Research, evaluate, and develop new molecular methodologies and technologies to expand and advance newborn screening services. Design, perform, and document method development and validation studies in accordance with applicable regulatory and quality assurance (QA) requirements. Lead the implementation of new molecular methods, instrumentation, and testing strategies from initial evaluation through laboratory implementation. Evaluate technologies and methodologies and make recommendations regarding their potential application within the laboratory. Develop and optimize testing algorithms, workflows, and processes to support evolving clinical and laboratory needs. Provide scientific and technical leadership for complex projects involving the introduction or modification of molecular testing services.

20% – Technical Expertise

Maintain a comprehensive working knowledge of the laboratory's molecular testing services, methodologies, instrumentation, workflows, and quality requirements. Maintain technical proficiency and understand the practical application of existing laboratory processes. Develop and deliver training related to new or modified methodologies, instrumentation, workflows, and procedures. Serve as a technical resource to laboratory staff in the investigation and resolution of complex testing issues. Maintain knowledge of applicable quality assurance, quality control, and regulatory requirements and incorporate these into method development and process improvement activities. Serve as a subject matter expert for molecular testing and provide technical guidance to laboratory leadership and staff.

15% – Data Analysis, Bioinformatics, and Scientific Reporting

Develop comprehensive technical reports summarizing method validation studies, performance metrics, and recommendations. Analyze and interpret molecular and bioinformatics data to support assay evaluation, validation, and optimization. Prepare and deliver scientific and technical presentations to laboratory leadership, staff, clinical stakeholders, and other relevant audiences. Translate complex scientific, molecular, and bioinformatics data into clear, actionable recommendations to support laboratory decision-making. Maintain appropriate documentation of analyses and activities. Contribute to scientific publications, presentations, abstracts, and other professional communications as appropriate.

10% – Technical Troubleshooting and Instrument Support

Investigate and resolve complex technical issues involving molecular instrumentation, assays, software, and laboratory workflows. Partner with technical staff, laboratory leadership, and vendors to identify root causes of instrument or assay performance issues. Evaluate instrument performance and recommend corrective or preventive actions to maintain reliable testing operations. Identify recurring technical issues and develop sustainable solutions to improve reliability and operational performance.

5% –Strategic Consultation

Serve as a scientific and technical resource to laboratory management in the evaluation and procurement of molecular instruments, reagents, software, supplies, and emerging technologies. Research and compare available technologies and provide evidence-based recommendations regarding laboratory needs and future capabilities. Provide technical input for strategic planning and capital equipment decisions related to molecular laboratory services.

Doctoral degree in molecular biology, medical genetics, microbiology, immunology, analytical chemistry, or a related laboratory field from an appropriately accredited institution and one year of clinical laboratory or research experience; or Master's degree in molecular biology, medical genetics, microbiology, immunology, analytical chemistry, or a related laboratory field from an appropriately accredited institution and two years of clinical laboratory or research experience; or Bachelor's degree in degree in molecular biology, medical genetics, microbiology, immunology, analytical chemistry, or a related laboratory field from an appropriately accredited institution and four years of clinical laboratory or research experience; or an equivalent combination of education and experience.
