Non-exempt (compensatory and/or overtime eligible) ; full-time; 40 hours per week; Summer hours Monday - Thursday, 6:00 a.m. – 4:00 p.m.; Winter Hours Monday - Friday, 7:00 a.m. – 4:00 p.m.; full-benefits; Partial telework may be available in accordance with Division policies

This position assists in the development, implementation and scheduling of highway maintenance. Oversees work conducted by foreman and contractors related to highway maintenance. Assists in the establishment and execution of capital and operating budgets. Conducts employee evaluations, resolves personnel matters and responds to public inquiries regarding roadway matters.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.

  • Coordinate, execute, and inspect work performed by county personnel and contractors
  • Obtain permits for waterway construction and lay out construction sites, including elevations and site preparation tasks
  • Perform data entry
  • Assist Assistant Department Head as needed
  • Oversee and support Foreman/Assistant Foreman
  • Resolve citizens' concerns, complaints and work requests
  • Address personnel issues as needed
  • Perform other related duties as required

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

  • Associate’s degree in public administration, civil engineering, construction management, or a related field
  • Minimum of 5 years of work experience in public works operations, maintenance, or infrastructure management which must include at least 3 years of work experience supervising or managing staff
  • Possession of a valid driver's license


Substitutions for the above-listed required education and experience are a Bachelor’s Degree with 3 years work experience as described above which must include at least 3 years of work experience supervising or managing staff; or a High School Diploma (or equivalent) and 7 years work experience as described above which must include at least 3 years of work experience supervising or managing staff

KNOWLEDGE/SKILLS/ABILITIES:
A successful incumbent operating in this role displays the following:
  • Knowledge of fleet management best practices, including vehicle procurement activities, vehicle preventive maintenance, fuel delivery, and awareness of rapidly changing alternative fuel fleet opportunities 
  • Working knowledge of the fabrication, installation and maintenance of traffic signs
  • Working knowledge of highway, bridge and drainage construction and maintenance, construction of roads and bridges, storm water management, site development, and subdivision projects
  • Knowledge of laws, code, regulations, procedures, and requirements regarding highway operations and fleet services, and ability to effectively apply them
  • Knowledge of the hazards associated with highway operations work, with ability to recognize and employ appropriate safety measures
  • Knowledge of the hazards associated with fleet services and maintenance, with ability to recognize and employ appropriate safety measures
  • Effective written and spoken (English) communication skills to understand instructions and travel directions 
  • Accurate math and clerical skills, with ability to effectively calculate mileage, travel time, route time schedules, costs, etc. 
  • Ability to effectively prepare reports and special studies, and to interpret and create maps 
  • Ability to effectively resolve schedule/route changes, service problems and other on-the-spot situations; to effectively organize and manage multiple priorities, and to effectively complete assigned duties in a fast-paced environment with many distractions and minimal supervision 
  • Ability to maintain comprehensive knowledge of current global technology trends and environment, and to identify hardware, software and techniques appropriate to improve the County’s GIS / Public Safety environment 
  • Ability to make minor repairs and adjustments to vehicles and equipment, with ability to recognize more serious mechanical problems in order to arrange for prompt repair and avoid safety hazards 
  • Ability to utilize necessary technology and programs, including GIS and GPS
  • Ability to obtain and maintain necessary certifications and trainings, including County Authorized Driving Privileges
  • Ability to learn to safely utilize necessary equipment

PREFERENCE MAY BE GIVEN FOR:
  • OSHA 30 Certification 
  • Roadside Tree Certification
  • Possession of Maryland Pesticide Applicator certification in Right of Way Spraying
  • Possession of Traffic Control Supervisor certification
  • MDT2 Road Scholar certification
  • Possession of a valid Class B driver's license

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS:
  • While in this position, the employee is required to frequently sit, walk, lift up to 20 pounds, and drive
  • While in this position, the employee is required to frequently work indoors, outdoors, and protective equipment required; and occasionally work in hot (above 100 degrees) and cold temperatures (below 32 degrees) 

  • Employees in this classification are designated as Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours

  • Available for seasonal changes in working hours, and available on-call for snow removal, critical maintenance or emergency situations
  • This position is subject to random drug testing
