The Chief of Budget and Purchasing oversees all activities related to the development, management, and monitoring of the Town’s annual budget and procurement functions. This position provides strategic financial leadership while ensuring compliance with North Carolina General Statutes (NCGS), Town ordinances, and local purchasing regulations.
The Chief works closely with department leaders and Finance leadership to support effective financial planning, resource management, procurement, capital planning, and long-term forecasting. The role requires independent judgment, strong analytical and communication skills, and a comprehensive understanding of municipal finance.
- Leads the development, preparation, and administration of the Town’s annual operating and capital budgets.
- Coordinates with department heads to evaluate budget requests, establish funding priorities, and ensure alignment with organizational goals.
- Monitors budget execution throughout the fiscal year and prepares periodic financial reports, variance analyses, and revenue/expenditure forecasts.
- Manages procurement and purchasing activities in accordance with North Carolina General Statutes, Town ordinances, and purchasing policies.
- Oversees bidding processes, vendor selection, contract management, and purchasing documentation.
- Provides guidance and training to staff on lawful purchasing procedures, contract requirements, and budgetary compliance.
- Develops and refines budgetary and purchasing policies, procedures, and internal controls.
- Conducts financial analysis to support strategic planning, capital project evaluation, and long-term financial forecasting.
- Leads the preparation of the annual Budget Book, PAFR, and related publications.
- Obtains the GFOA Distinguished Budget Presentation Award and the Popular Annual Financial Reporting (PAFR) Award annually.
- Collaborates with Finance leadership to support the Town’s annual audit, ACFR preparation, and other regulatory reporting.
- Ensures transparency and accountability in financial operations through data-driven decision-making and strong internal controls.
- Presents budget information to the Town Manager, Town Board, and other stakeholders in clear, accessible formats.
- Supervises assigned staff and oversees daily workflow in budget and purchasing functions.
- Performs related duties as required.
- Bachelor’s degree in Public Administration, Finance, Accounting, Business Administration, or a related field.
- Five or more years of experience in municipal budgeting, accounting, or procurement.
- Supervisory experience preferred.
- An equivalent combination of education and experience may be considered.
- Master’s degree in Public Administration, Finance, or a related field.
- Certification as a Certified Local Government Budget Officer (CLGBO).
- Certification as a Certified Local Government Purchasing Officer (CLGPO).
- Certified Public Accountant (CPA) certification.
- Experience with North Carolina local government statutes.
- Experience with Local Government Commission (LGC) requirements.
