[What the role is]

You will play a pivotal role in shaping how public resources advance SWDA’s jobs and skills priorities. Working with Ministries, SWDA divisions and senior management, you will steward SWDA’s annual and multi-year budgets, turn financial insights into strategic decisions, and help deliver meaningful outcomes for individuals, employers and the training, career and employment services ecosystem.

This is an individual contributor role reporting to the Team Leader. At the Senior Manager level, you will handle work of greater complexity and manage additional projects.

[What you will be working on]

Strategic Budget Planning and Funding

  • Drive SWDA’s annual budget planning exercises, including securing funding across relevant sources.
  • Secure the multi-year Jobs and Skills Programmes Budget by working with SWDA divisions to establish current and future needs and with Ministries to align funding with strategic priorities.

Resource Allocation and Optimisation

  • Allocate and manage annual and multi-year budgets across operations and programmes to optimise resource use and support effective delivery.

Budget Management, Advisory and Governance

  • Strengthen SWDA’s budget management framework, policies, controls and governance processes.
  • Manage budget operations and advise SWDA divisions on budget management requirements, policies and processes.
  • Prepare Ministry submissions to support funding decisions.

Performance Monitoring and Data Insights

  • Work with SWDA divisions to review budget utilisation and programme performance.
  • Leverage automated data dashboards to streamline tracking and support timely decision-making.

[What we are looking for]

Skills & Competencies

  • Strong strategic planning and budget management capabilities, with sound understanding of governance, controls and accountability frameworks.
  • Ability to analyse complex programme expenditure data and translate findings into clear insights, recommendations and management reports.
  • Strong stakeholder engagement and negotiation skills, with the confidence to work across Ministries, senior management and SWDA divisions.
  • Proficiency in data analytics, dashboard development and digital tools for budget monitoring and reporting.
  • Excellent written and verbal communication, with strong attention to detail and the ability to manage multiple priorities.

Experience

  • Relevant experience in budget planning, financial management, public-sector funding or programme management.
  • Experience in driving organisation-wide or multi-year budget planning exercises, funding submissions, resource allocation or governance reviews.
  • Experience engaging government and senior stakeholder engagement.

Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
