Description
Under limited supervision, the Director of Transitional Studies assesses and determines the needs of adults in the workplace or community. The purpose is to provide Adult Literacy programs and continue marketing the program.
- Oversees the development and operation of additional Transitional Studies programs, including Adult High School, Career Academy, Distance Learning, the Learning Center, HSE in Spanish, detention-center instruction, workplace literacy, and Integrated Education and Training programs.
- Provides administrative, programmatic, fiscal, and compliance oversight of the High School Equivalency Program (HEP) federal grant, including supervision of HEP personnel, monitoring grant outcomes, oversight of participant-support expenditures, budget management, and completion of required interim and annual performance reports.
- Provides oversight of Integrated Education & Training and IELCE programming, including development of career pathways, coordination with workforce-training programs, monitoring credential attainment, and ensuring required literacy, workforce preparation, and civics components are documented.
- Designs, applies for, updates, and manages the Title II WIOA Adult Literacy grant. Manages the Literacy budget in compliance with federal and state policy.
- Establishes and administers the entire Adult Literacy budget; oversees the ordering of materials, supplies, and equipment; creates instructional pay contracts; designs grants; collects and maintains programmatic reports and documents.
- Completes required monthly and semiannual fiscal-compliance submissions, including expenditure reports and Time and Effort documentation.
- Contacts new and maintains collaboration with various agencies, businesses, organizations, and programs that serve the same and/or similar populations served in the Transitional Studies programs.
- Develop brochures and flyers to disseminate to local businesses, agencies, etc.; coordinate development of guides, forms, manuals, course outlines, etc.
- Directly supervises, supports, and evaluates program coordinators, administrative staff, full-time instructors, part-time instructors, testing personnel, and other departmental employees.
- Maintains an ongoing evaluation of all programs in Transitional Studies to ensure compliance, program/employee accountability, and continuous improvement of procedures and processes.
- Collects, analyzes, and prepares data reports, including performance indicators, reports, and critical success factors, particularly as they relate to WIOA and NCCCS State Performance Measures relative to Measurable Skills Gains (MSG).
- Identify and improve upon internal workflow procedures in an effort to provide improved customer service to Continuing Education customers, both internal and external.
- Represents the Transitional Studies program to the campus community, other agencies, and the community area at large. Makes appearances before civic clubs, news media, and other organizations to promote the Transitional Studies program.
- Follows policy and procedure for Pitt Community College as well as WIOA and NCCCS CCR, codes/laws/regulations, publications and reference texts, etc.
- Interacts and communicates with various groups and individuals including immediate supervisor, co-workers, staff, and the general public.
- Performs other related duties as assigned.
Minimum Qualifications
Master’s degree in Adult Education, Education Administration, or related field
- Three (3) to five (5) years of instructing, management, and program development experience
OR any equivalent combination of training and/or experience that provides the required knowledge, skills, and abilities may be considered.

- Experience with College and Career Readiness programs and WIOA

Supplemental Information
Work Environment:
Work is performed in a combination of office, classroom, and community-based settings in support of Adult Literacy, English Language Acquisition, Adult Basic Education, and Adult Secondary Education programs. The role requires frequent interaction with faculty, staff, students, and external partners including workforce agencies, community organizations, and local employers to support program development, outreach, and service delivery. The Director operates in a fast-paced, compliance-driven environment with significant responsibility for managing federally and state-funded programs, including adherence to Title II of the Workforce Innovation and Opportunity Act (WIOA) requirements. Responsibilities include oversight of reporting audits, and documentation standards.
Work may occur across multiple instructional sites, including off-campus and community partner locations, and requires balancing multiple priorities, deadlines, and stakeholder needs. The position utilizes standard office and instructional technologies, including student data systems, virtual learning platforms, and reporting tools, to support effective program administration and delivery.
Physical Demands:
- Work is primarily sedentary; however, the position requires frequent standing, walking, and movement between classrooms, offices, and off-site locations.
- Ability to operate computers and instructional technology for extended periods of time.
- Must be able to effectively communicate verbally and in writing, including delivering presentations, facilitating orientations, and conducting training sessions.
- Occasional lifting of instructional materials and supplies up to approximately 20–25 pounds.
- Ability to travel locally to program sites, partner agencies, and community events.
Required Annual Training: FERPA Compliance, Title IX Compliance, PCI Compliance, Bloodborne Pathogens at Work, Introduction to Cybersecurity,
Normal Working Hours: Standard schedule, Monday – Friday; some nights and weekends required.
