Job Summary:
The Construction Compliance Engineer is responsible for managing all regulatory compliance requirements during the construction, commissioning, and commercial operation readiness of renewable energy projects. The role ensures timely preparation, submission, and coordination of all regulatory filings and approvals with government agencies and market operators, particularly the Department of Energy (DOE), the Energy Regulatory Commission (ERC), and the Independent Electricity Market Operator of the Philippines (IEMOP).
Key Responsibilities:
Regulatory Compliance
Lead the preparation, submission, and monitoring of all regulatory requirements for renewable energy projects.
Ensure compliance with applicable Philippine laws, DOE regulations, ERC rules, Grid Code, Distribution Code, and Wholesale Electricity Spot Market (WESM) requirements.
Develop and maintain a regulatory compliance matrix and filing schedule for all projects.
Monitor changes in regulatory policies and assess their impact on ongoing and future projects.
DOE Coordination
Prepare and submit documentary requirements to the DOE throughout project development, construction, testing, commissioning, and commercial operation.
Coordinate with DOE regarding compliance reports, project milestones, commissioning updates, and operational requirements.
Ensure timely submission of all DOE-mandated reports and documentation.
ERC Compliance
Prepare, coordinate, and monitor ERC applications, permits, and regulatory filings required before and after commercial operation.
Coordinate with internal and external stakeholders to ensure timely completion of ERC documentary requirements.
Track the status of ERC applications and facilitate responses to requests for additional information.
IEMOP and WESM Registration
Lead project registration with IEMOP and coordinate all market registration requirements.
Prepare and submit WESM registration documents for generation facilities.
Coordinate testing, metering, communications, and market readiness activities with IEMOP and relevant stakeholders.
Support the successful onboarding of projects into the Wholesale Electricity Spot Market.
Cross-Functional Coordination
Work closely with Engineering, Construction, Grid, Commercial, Legal, Finance, and Operations teams to obtain required technical and commercial documentation.
Coordinate with EPC contractors, consultants, Independent Engineers, NGCP, distribution utilities, and regulatory agencies.
Support project teams during testing, commissioning, energization, and commercial operation.
Documentation and Reporting
Maintain organized records of permits, approvals, regulatory correspondence, and compliance documentation.
Develop compliance dashboards and provide regular status reports to management.
Ensure all regulatory documents are properly archived and readily available for audits.
Continuous Improvement
Develop and improve internal compliance procedures and standard operating processes.
Identify opportunities to streamline regulatory submissions and improve project readiness.
Support lessons learned initiatives and promote regulatory best practices across projects.
Pre-requisites:
Bachelor's degree in Electrical Engineering or a related engineering discipline.
At least 5 years of experience in renewable energy, power generation, transmission, or utility projects.
Experience in DOE, ERC, and IEMOP regulatory processes is highly desirable.
Working knowledge of WESM registration, Philippine Grid Code, and applicable energy regulations.
Strong project coordination, documentation, and stakeholder management skills.
Excellent written and verbal communication skills.
Proficient in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
