Business: Trade Finance Operations Department
Position: Assistant/ Manager, Bank Guarantee Operation for APAC Region
Overall Function
The incumbent is expected to act as Bank Guarantee (BG) /Standby LC (SBLC) professional to coordinate with relevant stakeholders including country Front Office, Legal, Client Services and Hub processing teams to ensure effective control and quality processing of BG/SBLC transactions for ING branches in APAC region. This position sits in ING Singapore office.
Key Responsibilities
- Perform BG / SBLC text vetting following respective ICC rules, including URDG, UCP, ISP and relevant internal procedures and controls.
- Coordinate with country stakeholders and/or counterparty banks to negotiate and finalize the text.
- Liaison with country client service and hub processing teams to ensure smooth end-to-end transactional processing, following relevant global policy, process instructions, control requirements as well as local operating procedures and observing the service level agreement.
- Provide services and support on related matters, including but not limited to claim handling, liability & revenue bookings, periodical fee billing and collection, etc.
Other responsibilities and daily tasks
- Conduct pre-processing control checks including client / counterparty validation, transactional authentication, credit facility readiness, compliance checking status / completion of checklists, etc.
- Provide post-processing related control tasks, including document signing & dispatch, day end monitoring and reconciliation, account posting accuracy, proper filing of documents etc.
- Monitor auto-renewal terms for BG/ SBLC and take necessary timely actions
- Validate claims to ensure alignment with legal conditions and support related payment /risk booking
- Provide ongoing monitoring and control for Fees, including periodical billing, payment receipt monitoring and posting, regular reconciliation. Escalate to relevant parties for overdue items.
- Review new type of product or deals before activation, validate relevant process flow.
- Support periodical service review management.
Qualifications and Skills
- Acceptable tertiary education with at least 5 – 10 years’ relevant experience from reputable banks
- Knowledge of ICC publications – URDG, UCP & ISP, relevant certification issued by ICC is a plus
- Excellent coordination and communication skills
- Familiar with local legal /regulatory / compliance policy in APAC region will be an add value
