Northrop Grumman is seeking experienced and motivated professionals for the role of a Supply Chain Subcontracts Specialist with experience in supply chain management, procurement, subcontracts administration. This position can be hired at a level 2 or a level 3 (Principal).

The successful applicant will become a part of Northrop Grumman’s Advanced Mission Capabilities Business Unit within the Mission Systems Global Supply Chain Sector. This individual will have the opportunity to support various critical emerging and classified programs.

This position located in Linthicum, MD and will require on-site presence. This is not a telecommuting/virtual position. No relocation allowance provided.

Responsibilities will encompass the full range of the material proposal and/or acquisitions supporting this Business Unit. Processes to include preparation and execution of a mixed portfolio of purchase order awards and subcontracts while ensuring compliance with U.S. Government regulations and company policies and procedures. The ideal candidate will understand the Buyer and the Seller roles in establishing mutually successful business arrangements, with some experiences in handling drawings, specifications, and Statements of Work (SOW) for inclusion in solicitations/bid packages, conduct proposal evaluation, handling negotiations (price, terms, etc.) , development of contractual documentation and post award administration in a highly regulated industry.

The candidate will be responsible to work independently supporting a team-based organization and collaborating with a variety of cross-functional areas including but not limited to business management, contracts, programs, engineering and quality. The candidate will be a demonstrated self-starter with ability to manage multiple competing priorities and follow-through on a sound path forward

Roles and responsibilities:

  • Sources and procures specialized goods and services, from contract proposal through execution phases.
  • Prepares RFQs, analyzes and evaluates supplier proposals, negotiates pricing and terms & conditions, issues awards, processes modifications and changes notices, and maintains complete purchase order document files in preparation for internal and external audits.
  • Ensures compliance with FAR/DFARS, internal Principles and Operating Practices, contractual flowdowns, import/export regulations, and other applicable public law requirements.
  • Negotiating on subcontracts from $350K to $5M, negotiations on Terms and Conditions and FAR/DFARS.
  • Coordinates and collaborates with key stakeholders such as Program Management, Engineering, and Quality to ensure that suppliers are performing in accordance with the scope of work, delivery schedules, and quality requirements.
  • Manages subcontract modifications, including coordination of required additions, deletions, or other modifications or formal documented communication to subcontractors.
  • Executes Non-Disclosure Agreements, Overriding Agreements, Long Term Pricing Agreements, and Undefinitized Contract Actions.

Basic Qualifications for level 2:

  • Bachelor's degree and a minimum of 2 years (master’s with 0) of relevant experience in Procurement, Subcontracts, Supply Chain, or Business-related field. Or in lieu of a bachelor’s degree, a minimum of 6 years of relevant experience in Procurement, Subcontracts, or Supply Chain or Business-related field.
  • US Citizenship
  • Must be able to obtain and maintain a Secret clearance

Preferred Qualifications for level 2:

  • Supply chain experience for an Aerospace and/or Defense Company
  • Experience negotiating high dollar development Subcontracts (i.e., >$1M)
  • Procurement or Subcontracts experience in a buying role.
  • FAR/DFARS or government contracts experience.
  • Experience with ERP systems, preferably SAP.
  • Experience working with high visibility commodities for USG programs.
  • Experience with SAP for contract and procurement management
  • Capable of obtaining a Secret Clearance

Basic Qualifications for the level 3 (Principal):

  • Bachelor's degree and a minimum of 5 years (master’s with a minimum of 3 years) of relevant experience in Procurement, Subcontracts, Supply Chain, or Business-related field. Or in lieu of a bachelor’s degree, a minimum of 9 years of relevant experience in Procurement, Subcontracts, or Supply Chain or Business-related field.

  • Must be able to obtain and maintain a Secret clearance

Preferred Qualifications for the level 3 (Principal):

  • Supply chain experience for an Aerospace and/or Defense Company
  • Experience negotiating high dollar development Subcontracts (i.e., >$5M)
  • Procurement or Subcontracts experience in a buying role.
  • FAR/DFARS or government contracts experience.
  • Experience with ERP systems, preferably SAP.
  • Experience working with high visibility commodities for USG programs.

· Experience in identifying strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.

  • Experience with SAP for contract and procurement management
  • Capable of obtaining a Secret Clearance

Primary Level Salary Range: $72,400.00 - $108,000.00

Secondary Level Salary Range: $89,900.00 - $134,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
