Description

Develops and implements a business unit’s security policies, procedures, programs, and systems for visitor control, employee identification, and safeguards the organisation’s facilities, equipment, and materials, in order to ensure staff and assets (both on and off site) are secure across sites. Ensures compliance of business unit with local/regional regulatory agency requirements. Typically works across sites to manage the security and compliance function within the appropriate business unit and possibly be a stakeholder in the development of group policy.

Job purpose

  • This is a security management position within Shanghai, China and reports direct to the Regional Security
  • Manager – APAC for that region. The role holds domestic security accountabilities within Shanghai and leads the
  • local implementation of the Group Security Standards and site contract management for technical and physical security services.
  • This position has security responsibilities across Shanghai sites in China to support the respective businesses to achieve their operational and commercial objectives across a complex, regulated and a high security risk environment.
  • In addition to the security aspects of this role, additional tasks associated with auditing will be required to support the security of JM assets within the supply chain. This role includes responsibilities for services provided by contracted 3rd party security personnel at JM sites.

Principal responsibilities

  • Implements and drives JM security culture and strategy for the Shanghai area of JM operations and ensures alignment with Group strategy as well as sector and regional business needs. Ensures effective deployment of the strategy, working through site leadership and security teams.
  • Ensures effective delivery and governance of technical and physical security contracts in support of business operations in the Shanghai Region through weekly meetings and reporting on KPI’s, SLA’s and other performance metrics. Responsibility for ensuring efficiencies is identified and value is continuously delivered in order to reduce security risk at sites.
  • Creates and strengthens partnerships with key stakeholders at sites to include, but not limited to local management, operations and supporting business functions as well as local law enforcement to improve the site security programs. Supports site management teams as a business partner where required.
  • Supports the delivery of change programmes, projects and expansion for business units in Shanghai
  • Maintains a strong understanding of national risks and security regulations; identifies significant security risks in the area related to the business operations; supports the design and implementation of programs to prevent and reduce loss of assets.
  • Communicates site security performance metrics and associated reporting with the Global Security Team,
  • Sectors, executive leadership and regional staff. Identifies and drives improvements.
  • Supports & leads security investigations at sites in Shanghai.
  • Responsible for ensuring that security measures and controls outlined in the Group Security Standards are maintained and delivered through internal and external stakeholders (JM and 3rd Party staff).
  • Responsible for ensuring Site Security Risk Registers are up to date, relevant and that identified risks are prioritised with mitigating actions with owners are tracked to closure.
  • Maintain a close working relationship with site leadership teams, offering business partnering and security support to develop cost effective, commercially focused security solutions.
  • Responsible for delivery and tracking of Level 1 Site Security Assurance programmes and ad-hoc assurance assignments as requested and follow up on open actions to ensure that sites are actively implementing mitigating activities.
  • Supports the Group Supply Chain Security program; ensuring security assurance of third-party warehouses, refiners and processors as well as ensuring that route risk assessments are relevant and fit for purpose.
  • In conjunction with wider team, review and update of Group Security Policies, procedures and guidance documents.
  • Responsible for managing the performance and motivation of Site Security Managers reporting into this profile.
  • Develop key liaisons with external agencies such as law enforcement, Local Authorities, customs and excise, intelligence agencies and industry groups such as ASIS, TAPA etc to ensure that security threats to the business are known.

Qualifications

  • Recognised qualifications in Security or Business Management at degree level or equivalent.
  • Vocational qualification such as ASIS CPP, CSMP
  • Extensive experience working as a Security Manager within a multi-national corporation.
  • Extensive experience addressing security risks/threats, compiling comprehensive and accurate reports and implementing approved mitigation measures in office settings, supply chains and industrial/manufacturing facilities
  • Thorough knowledge of the design, implementation and management of integrated physical, technical and procedural security controls
  • Experience in the management of contracted security personnel and technical systems contracts.
  • ISO Lead Auditor qualified.
  • Strong EHS knowledge.
  • Strong Microsoft Office (or equivalent) skills.
  • English language skills.
