Description

The purpose of this classification is to assist with the management of projects and activities of the Natural Resources Division of the Planning & Zoning Department, to include overseeing all natural resources within the Town.
 The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.
 
Coordinates daily work activities with supervisor; organizes and prioritizes work; monitors status of work in progress and inspects completed work; consults with appropriate staff, assists with complex/problem situations, and provides technical expertise.
 
Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
 
Interprets, applies, and  ensures enforcement of the provisions of Town Comprehensive Plan, Town codes, state statutes, environmental guidelines, approved landscaping plans, and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
 
Consults with the Director and Assistant Director of Planning & Zoning, Town Council, Planning & Zoning Commission, and other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations as needed.
 
Provides information and technical assistance concerning applicable Town codes, Comprehensive Plan, environmental guidelines, landscaping plans, technical requirements, and necessary changes; researches, prepares and submits for grants; responds to questions or complaints; meets with and discusses problems and issues with property owners, contractors, developers, and the public; recommends solutions to problems; responds to questions and complaints concerning violations.
 
Assists with the development and implementation of all natural resource related issues within the Town along with the coordination and development of a comprehensive environmental strategy for the Town.
 
Assists with landscape and marine facility code compliance actions when needed; recommends whether to prosecute code violations; prepares summary reports of landscape and marine facility code compliance issues for submission to department director and Town management when requested.
 
Assists with project management functions; oversees, coordinates, and monitors construction activities associated with projects; solicits bids and negotiates/prepares contracts with outside service providers; prepares contracts; develops schedules and work orders for consultants.

Assists with overseeing the design, development, management, construction, and implementation of the Town's Open Space Program and management of Town owned preserve properties; supervises work of contracted consultants, and engineers; meets with contractors regarding construction, permitting, exotic plant removal and restoration, and other project activities; coordinates permitting necessary for construction.
 
Assists with development of budget for assigned area; monitors expenditures to ensure compliance with approved budget; reviews invoices and forwards for payment; makes budgetary recommendations for improvement projects.
 
Reviews landscaping plans and marine facilities permits, determines compliance with Town codes and Comprehensive Plan, and provides comments in coordination with other jurisdictional agencies; conducts landscape and marine facilities inspections and determines compliance with Town codes with approved plans and permits.
 
Reviews site plans, engineering plans, and related documents; analyzes impact of proposed development on the environment; determines whether proposed development complies with Town codes/ordinances and the comprehensive plan; prepares comments on proposed projects.
 
Reviews environmental management plans to ensure compliance; evaluates and implements approved plans for Town of Jupiter open space properties, or oversees implementation of approved plans for privately owned preserve areas.
 
Processes applications for vegetation removal permits; ensures proper limits of clearing, tree preservation, and proper methodology; oversees proper methodology and compliance with approved plans, codes, and industry standards.
 
Conducts site inspections and evaluations/assessments of both developed and undeveloped land; reviews maps, photographs, and aerial photographs in conducting these evaluations.
 
Assists with the preparation of staff reports, findings, and recommendations pertaining to proposed development for presentation to Town officials and/or the public.
 
Organizes community events and volunteer groups in association with various projects as assigned; oversees activities of volunteer groups.
 
Assists Neighborhood Services with tree plantings, grant allocation and awards for landscaping improvements.
 
Assists code compliance staff with gathering evidence of violations;  including assessment of size, species, and quantity of affected plant material, recommends penalties and mitigation for code violations.
 
 
Assesses value and quality of habitat; evaluates condition of land and/or habitat specifically understanding impacts of native and non-native plants.
 
Assists with the evaluation of trees and other landscaping for structure, safety and conformance with State and industry standards.
 
Prepares or completes various forms, reports, correspondence, landscape plans, staff reports, vegetation removal permits, environmental assessments, ordinances, resolutions, requests for proposal, contracts, consultant work orders, project updates, budget documents, grant applications, performance evaluations, news releases, or other documents.
 
Receives various forms, reports, correspondence, budget documents, invoices, job applications, contracts, consultant work orders, landscape plans, site plans, engineering plans, plats, vegetation removal permit applications, environmental assessments, environmental management plans, photographs, aerial photographs, maps, zoning maps, technical reports, codes, comprehensive plan, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
 
Maintains records/documentation of department projects and work activities.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, database, scheduling, e-mail, Internet, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
 
Communicates with employees, other departments, Town officials, county officials, state legislators, government agencies, property owners, property managers, developers, engineering consultants, local businesses, homeowner associations, community organizations, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
 
Attends meetings and makes presentations as needed; represents the Town's interests at Magistrate hearings, public hearings, governmental meetings, state legislative meetings, or other meetings; conducts homeowner association meetings, and public information meetings on specific issues; prepares maps, aerial photographs, visual aids, or other presentation materials for meetings.
 
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
 
Operates various light equipment and tools used in projects and activities which may include, shovel, rake, pitchfork, machete, or other hand tools.
 
 
ADDITIONAL FUNCTIONS
 
Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, researching records, processing permits, filing documentation, or processing incoming/outgoing mail.
 
Operates a motor vehicle to conduct site visits or other work activities.
 
Provides assistance to other employees or departments as needed.
 
Performs other related duties as required.
  • Bachelor's degree in Landscape Architecture, Biology, Environmental Science, Botany, or closely related field.
  • One year of years previous experience and/or training that includes project management, environmental consulting, environmental assessment, landscaping, surveying, engineering, planning, code compliance, budget administration, grant administration, and supervision.
  • Must possess and maintain a valid Florida driver's license.

 PREFERRED QUALIFICATIONS

  • ISA Certified Arborist is preferred.

Physical Ability:  Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
 
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, and visual cues or signals.  Some tasks require the ability to communicate orally.
 
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes, traffic hazards, bright/dim light, or toxic agents, or animals/wildlife.
