- Lead the preparation of stakeholder engagement strategy
- Oversee the organization, design and conduct of workshops and stakeholder mapping
- Support stakeholder mapping

- Lead institutional capacity and readiness assessment

- Assess leadership and governance capacity of community groups
- Evaluate community’s financial capacity and resource mobilization
- Lead the conduct Gap Analysis and Prioritization
- Support preparation of feasibility study (FS) and preliminary engineering designs as well as detailed engineering designs
- Lead technical and financial screening of options
- Lead alignment and integration with engineering, safeguards, and ADB requirements
- Identify institutional, O&M, and governance arrangements
- Lead costing, phasing, and packaging of interventions
- Lead the development of implementation strategy
- Lead the development of institutional strengthening and capacity development plan
