ESSENTIAL DUTIES

• Manages coordination of clinical activities with ECS Managers, ECS Site Supervisors, other ECS management as well as with assigned CII ECMH clinical staff around services, treatment, and referral and transition plans for enrolled families.

• Identifies need for and arranges for staff training and development, including: onsite consultation, coaching, mentoring to other ECMH/ECS staff members, and relevant subject matter presentations or workshops in the area of mental health wellness and intervention.

• Works collaboratively with other service area staff to ensure screenings and observations are conducted, record-keeping requirements are met, and feedback is provided to staff.

• Provides clinical supervision to pre-licensed interns and practicum students according to the standards set by the applicable licensing board.

• Ensures program support of ECS/ECMH philosophies, policies, goals and have a measurable impact on improving program quality and outcomes for children. 

• Manages ongoing monitoring and evaluation efforts of all ECMH services for the birth to five client population.

• Participates in the annual program self-assessment and audits from funding sources.

• Ensures program meets compliance requirements, ensures service tracking and monitoring, and ensures completion of contractually mandated reports.

• As needed, observes children in classroom environments to ensure developmentally appropriate practices and strengthening early childhood mental health approaches for children birth through 5 years. 

• Manages the development and maintenance of comprehensive child and family program records and ensures that paperwork in files is correct, current and confidential; gathers, analyzes and prepares various regular and special reports to meet internal or external requirements. 

• Develops and maintains effective working relationships with parents, Policy Council or Committee representatives, staff, and other community agencies; represents CII and the ECMH program to the community and others as needed.  

• Manages the planning of program events and activities that inform parents, CII Agency staff, members of the Board, and community groups about ECMH/ECS Programs.

• Maintains absolute confidentiality regarding children and their families in compliance with HIPAA regulations and Institute policies. 

• Analyzes program data and uses findings to design, implement, and evaluate projects that improve program quality, outcomes, and service delivery, such as service utilization reviews, referral and waitlist tracking, child and family outcome monitoring, staff training needs assessments, and quality improvement initiatives.

ADDITIONAL DUTIES

• Maintains working knowledge of current practices and research in the early childhood mental health field through reading, participation in seminars and other educational opportunities and personal contacts/memberships in the field.

• Other duties and special projects as assigned.

SUPERVISORY RESPONSIBILITIES

• Is responsible for the overall direction, coordination, and evaluation of the direct reports.

• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

• This job supervises 2-5 Mental Health Specialists.  

     

QUALIFICATIONS

EDUCATION & EXPERIENCE

• 3- 5 years of managerial experience.    

• A minimum of three years of experience with young children with mental health issues.

• Master's degree in Social Work, Psychology, Early Childhood Education, Child Development or related field required.

• Must have successfully completed the California Board of Behavioral Sciences (BBS) Clinical Supervisor Training and meet all applicable BBS supervision requirements.

OTHER QUALIFICATIONS

• Possesses a valid driver's license and state-required auto insurance or reliable access to transportation depending on business need

• Required to travel extensively (> 50% of the time).

• Ability to work with minimal supervision. 

• Spanish / English bilingual preferred. 

• Ability to handle confidential information.  

• Excellent knowledge of California early care and education services, Head Start (and Early Head Start) Performance Standards, CA Community Licensing and the CA Board of Behavioral Sciences clinical standards as essential to the health and welfare of children.

• Demonstrated experience working with children from birth to age five, young children with disabilities, and low-income families.

• Demonstrated experience working within and alongside highly traumatized, underserved, and marginalized communities, with a strong understanding of trauma-informed, culturally responsive, and equity-centered practices.

• Strong ability to support/drive collaboration for the effective use of resources and better outcomes for children and their families. 

• Extensive knowledge and experience with evidence based clinical practices.

• Ability to work effectively with others in pursuit of a common goal.

• Maintains patient privacy, including protecting the confidentiality, safeguarding the integrity and availability, and limiting the use and disclosure of patient Protected Health Information (PHI) to authorized individuals and entities.

• Participates in, conducts, and sustains performance quality improvement activities according to designated role and responsibilities.

• Sensitivity to service population’s cultural and socioeconomic characteristics. 

• Excellent verbal and written communication skills. 

• Punctual and dependable attendance. 

CERTIFICATES, LICENSES, REGISTRATIONS

• Board of Behavior Sciences (BBS) or Board of Psychology (BOP) license required.

• 2-year post BBS or BOP licensure required.

COMPUTER SKILLS

• Must have intermediate knowledge proficiency of computer programs in a Windows environment, including Word, Excel, and E-mail.

COMPENSATION:

$104,616.00 USD - $130,770.00 USD

In accordance with California law, the expected pay range for this position is included in this posting.  The actual compensation will be determined based on factors permitted by law. New hires will be offered a salary at the starting point of the range to maintain internal inequity and allow opportunity for future salary growth. CII salaries are determined based on comprehensive internal and external market analysis, as well as the skills, education, and experience relevant to each position.
