FUTURE SALARY INCREASES

June 2027 – 4.67% increase to base pay (3.00% Across-the-Board + 1.67% Market Adjustment) 



Property Assessment Specialist I is a detail-oriented, customer-focused professional who can learn and apply property assessment laws, procedures, and technical processes in a fast-paced environment. The candidate should be comfortable managing a high volume of work, researching and verifying property information, performing calculations, maintaining accurate records across multiple systems, and communicating complex assessment information clearly to taxpayers. As an entry-level position, the ideal candidate does not need to be an assessment expert but should demonstrate strong learning ability, sound judgment, accuracy, professionalism, and a commitment to excellent public service.

  • Strong Customer Service Skills – Provides prompt, courteous, and responsive service while handling a high volume of in-person and telephone inquiries. 
  • Effective Communication – Communicates clearly and professionally, both verbally and in writing, with taxpayers, coworkers, and other stakeholders. 
  • Ability to Learn Complex Laws and Procedures – Demonstrates the ability and willingness to learn property assessment laws, reassessment requirements, ownership rules, and departmental procedures. 
  • Strong Attention to Detail and Accuracy – Carefully reviews, verifies, classifies, and corrects property and ownership information while maintaining accurate records. 
  • Research and Analytical Skills – Reviews documents and records, conducts title and ownership research, identifies discrepancies, and analyzes information to determine appropriate next steps. 
  • Ability to Manage a High-Volume Workload – Effectively prioritizes multiple assignments, manages regularly scheduled deadlines, and maintains productivity without sacrificing quality. 
  • Composure and Professionalism – Remains calm, respectful, and solution-oriented when handling challenging situations, complex questions, or frustrated members of the public. 
  • Mathematical and Problem-Solving Ability – Performs calculations, reviews valuation information, uses tables and other resources, and identifies potential errors or inconsistencies. 
  • Technology Proficiency and Adaptability – Has basic proficiency with Microsoft Office, including Excel, Outlook, and Word, and can learn and accurately work within multiple computerized assessment and tracking systems. 
  • Accountability and Teamwork – Follows established procedures and supervisory direction, takes responsibility for the quality and timeliness of assigned work, collaborates effectively with others, and knows when to ask questions or escalate an issue.

The Assessor/Recorder/County Clerk has offices in Downtown San Diego, Kearny Mesa, Chula Vista, Santee, and San Marcos. 

Hiring Process and Timeline

The timeline for this recruitment is outlined below. 

  • Job Offer and Background Process begins: Shortly after the interviews. Note: Current County employees may be excluded from additional background screening. 
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Minimum Qualifications:

Thirty (30) units of coursework towards a college degree in real estate, business, economics or a closely related field from an accredited U.S. college or university, or a certified foreign studies equivalency; OR,

  1. One (1) year of experience in real estate, property appraisal, real estate escrow or title, or building contracting; OR,
  2. Two (2) years of clerical experience in an Assessor, Recorder, or County Clerk's Office, with responsibilities that include processing recordable documents, institutional exemptions, leases, or other property documents relevant to change of ownership or business personal property account management.
Required Licenses, Certifications or Registrations 
Required licenses, certifications and registrations must be maintained throughout employment in this class.
Positions may involve necessary and timely transportation for field travel, requiring the ability to arrange transportation to different worksites, meetings, or field work.

Conditions of Employment

As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.

Qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information contained in their employment application and supplemental application questionnaire.
