[What the role is]

The Workplace Safety and Health Division (WSHD) is a corporate function responsible for driving workplace safety and health excellence across NEA. We provide central oversight of WSH culture, governance, capabilities and compliance, and work closely with NEA’s leadership, WSH Committees, Safety Offices and Divisions to strengthen risk management, enhance organisational capabilities, and foster a strong safety culture.

[What you will be working on]

As the Executive Manager, WSH Audit & Compliance Branch, you will plan and implement the organisation's Workplace Safety and Health (WSH) assurance programme by providing independent Line 2 oversight, strengthening Line 1 capability, and driving continuous improvement by leveraging technology and data to enhance organisational WSH performance.

  • Plan and implement the organisation's Line 2 WSH assurance programme by conducting risk-based audits and inspections to evaluate the effectiveness of WSH management systems and critical controls across Tier 1 and Tier 2 business groups.

  • Strengthen organisational WSH governance and capability by guiding Line 1 in the planning and execution of audits and inspections, and developing resources and engagement initiatives to enhance frontline assurance and root-cause analysis.

  • Provide strategic oversight and insights by analysing audit and inspection outcomes, identifying systemic risks and trends, and presenting analysis and recommendations to support Senior Management oversight and informed management decision-making. This includes developing a comprehensive WSH dashboard to provide real-time visibility into key safety metrics and performance indicators.

  • Develop, implement and review WSH manuals and procedures, and provide expert WSH advisory and governance support to business units on WSH management systems, regulatory requirements and best practices to drive continual improvement in WSH performance.

  • Drive innovation and digital transformation by identifying opportunities to adopt WSH technologies, evaluating use cases, and leading pilot initiatives to enhance assurance and operational performance.

  • Manage strategic partnerships with external consultants and internal stakeholders to strengthen organisational assurance capability and continuously improve WSH governance frameworks and practices.

[What we are looking for]

Requirements:

  • Good knowledge of the Singapore Workplace Safety and Health (WSH), Environmental Protection and Fire Safety Act, subsidiary legislations, relevant Codes of Practice and Singapore Standards, as well as WSH management systems and governance frameworks.
  • Has at least 5 years of relevant work experience, preferably in WSH management, audit and assurance, risk management, compliance, governance, or related functions.
  • Experience in planning or conducting WSH audits, inspections or assurance activities, and analysing findings to identify systemic risks and improvement opportunities.
  • Experience in stakeholder engagement, capability development or project management will be an advantage.
  • Registered WSH Officer (WSHO), ISO 45001 Auditor/Lead Auditor, or Specialist Diploma in WSH (or equivalent) will have an added advantage.
  • Strong analytical, critical thinking and problem-solving skills, with the ability to translate data and findings into strategic insights and practical recommendations.
  • Excellent writing, communication and stakeholder engagement skills, with the ability to influence and collaborate across all levels of the organisation.
  • Organised, adaptable and able to manage multiple priorities in a dynamic environment.
  • Mature, resourceful and able to work independently while building effective partnerships with internal and external stakeholders.
  • Self-driven with a continuous improvement mindset and a keen interest in leveraging technology and innovation to enhance WSH performance.
