Public & Labor Account Executive

Location: Arizona (preferred)
Segment: Public Sector & Labor (Taft-Hartley, Governmental Entities)

Role Overview

The Public & Labor Account Executive is responsible for the strategic management and growth of a complex book of public sector and labor clients, including governmental entities and multi-employer trust funds. This role serves as the primary relationship lead—externally with plan sponsors, consultants, and labor leadership, and internally across underwriting, clinical, operations, and compliance partners.

Success in this role requires a deep understanding of the unique governance, political, and fiduciary dynamics that influence public entities and labor organizations, paired with the ability to drive high client and member satisfaction while identifying sustainable cost-management opportunities.

**In addition to a base salary, this role is also eligible for Sales Incentive Commissions**

Key Responsibilities:

Client & Relationship Leadership

  • Serve as the senior point of contact for assigned public sector and labor accounts, building trusted relationships with plan sponsors, trustees, union leadership, and consultants.
  • Navigate complex stakeholder environments, including elected officials, boards, labor representatives, and third-party advisors.
  • Proactively anticipate client needs and position solutions that align with budgetary, contractual, and member priorities.

Strategic Account Management

  • Lead overall account strategy, including renewals, plan design discussions, and long-term roadmap development.
  • Partner closely with underwriting, analytics, and clinical teams to deliver data-driven insights and actionable recommendations.
  • Ensure contractual adherence and support clients through procurement cycles, RFPs, and governance processes unique to public and labor entities.

Cost Management & Value Optimization

  • Identify and advance opportunities to improve affordability through medical and pharmacy cost management, payment integrity, network optimization, and care management strategies.
  • Translate complex financial and utilization data into clear, decision-ready insights for non-technical audiences.
  • Balance cost containment with access, quality, and member experience considerations.

Internal Leadership & Collaboration

  • Act as the quarterback across internal teams to ensure seamless service delivery and issue resolution.
  • Advocate for client needs internally while maintaining alignment with organizational priorities, compliance requirements, and risk standards.
  • Support cross-functional initiatives aimed at improving service models, client outcomes, and member satisfaction.

Qualifications & Experience:

Required

  • Proven success managing complex, high-profile clients in healthcare, insurance, or employee benefits.
  • Strong understanding of public sector and/or labor-sponsored benefit structures, including governance, funding, and regulatory considerations.
  • Demonstrated strength in relationship management, negotiation, and executive-level communication.
  • Ability to synthesize financial, clinical, and operational data into clear strategic recommendations.
  • Health & Life licensed.

Preferred

  • Arizona-based with familiarity with state and local public entities, school districts, municipalities, and labor trusts.
  • Experience working with Taft-Hartley plans, governmental plans, or multi-stakeholder benefit environments.
  • Track record of driving high client satisfaction while advancing cost-saving or value-based initiatives.

Education

  • Bachelor's degree preferred, or equivalent work experience.

What Success Looks Like

  • Trusted advisor status with plan sponsors, trustees, and consultants.
  • Strong retention and growth of assigned book of business.
  • Measurable improvements in client and member satisfaction.
  • Identification and execution of cost-management opportunities that align with client goals and fiduciary responsibilities.
