Overview

OCCUPATIONAL SUMMARY

 

Responsible for overseeing daily clinical and operational activities for the assigned Surgical Services Perioperative Nursing Units. Required to frequently apply management principles to the perioperative discipline. Must be capable of independent judgement and decision making in the areas of budget, personnel, patient services and administrative or professional programs.  Maintains twenty-four (24) hour accountability and coordinates communications, training, operations and administrative activities for the perioperative cost centers.  Acts as clinical resource for the Pre-Surgical Assessment unit, Chart Management Office and the Pre-Testing units.

Responsibilities

PRIMARY FUNCTIONS AND RESPONSIBILITIES

 

Operational

 

  • Is responsible for, through assigned department coordinator(s), the effective management of perioperative services. Evaluates daily care delivery activities and makes operational changes as necessary to improve service levels.
  •  

  • In collaboration with Director, develops departmental goals, objectives, policies and procedures, which meet patient/customer, departmental, and hospital needs.
  •  

  • Develops and maintains perioperative systems, techniques and procedures to ensure efficient patient throughput within surgical services.
  •  

  • Actively participates on hospital committees, which address operational issues. May develop and provide input into hospital-wide policies or departmental policies that impact across division lines.
  •  

  • Develops processes to measure and report unit productivity and efficiency.
  •  

  • Ensures supply and equipment needs of the perioperative units are met by coordinating purchasing activities.
  •  

  • Approves all non-stock supply purchases and is accountable to the director for the supply expense budget.
  •  

    Fiscal Management

     

  • Develops and submits to Director for approval, appropriate capital and operating budget and is accountable for the achievement of capital and operating budget objectives within areas of responsibility.
  •  

  • Participates in cost containment activities.
  •  

  • Demonstrates sound judgment and critical thinking in resource utilization.

  • Evaluates equipment and supplies for appropriate safety and cost effectiveness on a daily basis. Analyze product and service offerings from manufacturers, group purchasing organizations, and distributors. Identifies alternative contract proposal recommendations to Director for consideration.

  • Evaluates products for financial effectiveness and collaborates with appropriate clinical experts regarding clinical safety.
  •  

    Human Resources

     

  • In conjunction with the Human Resources Department, determines human resource needs and develops or assists in the development of programs to maintain and improve the quality and efficiency of the assigned units.
  •  

  • Recruits, hires, orients, and evaluates performance of Supervisor(s) or Coordinator(s) and other assigned personnel to assure that department is staffed with individuals who reflect behavior and performance consistent with the hospital’s Mission and Values statement. Has authority to hire, terminate and/or take other disciplinary action as may be deemed appropriate and is in accordance with hospital policy.
  •  

  • Develops and administers a master staffing plan for assigned areas using ANSOS Program and in conjunction with approved budget.
  •  

  • Identifies educational and training needs of departmental staff or individual(s) impacting assigned functions and plans with the Manager of Quality Improvement and Education Perioperative Educator(s) and other appropriate staff members for the implementation of training needs.
  •  

    Quality Management

     

  • Ensures operational compliance with all applicable regulatory and accreditation agencies. Collaborates with the Surgical Services Manager of Quality Improvement and Education to develop, administer and monitor the departmental Quality Improvement plan for all assigned cost centers.
  •  

    Communications

     

  • Communicates and coordinates with the departments and services on a daily basis to manage operational activities necessary to provide an efficient and quality service. Advises Director of systems problems which negatively impact or prevent the effective operations of their department.
  •  

  • Maintains medical staff communication by interacting regularly with Anesthesia Department and by responding to physician issues or complaints.
  •  

  • Communicates regularly with departmental staff to disseminate information, which will assist in the safe effective performance of their jobs. Seeks to create an understanding of hospital-wide performance and direction.
  •  

  • Demonstrates effective communications with staff members, peers, surgeons, and anesthesia personnel contributing to the productivity of the work place.
  •  

  • Resolves conflicts and other issues exercising professional judgement in the application of policies and procedures.

  • Maintains continuous feedback processes between members of the Surgical Services Management Team.
  •  

    Leadership

  • Integrates departmental services with the hospital’s primary functions and strategic goals.
  •  

  • Coordinates and integrates services within the department and with other departments.
  •  

  • Develops and implements policies and procedures to guide and support the provision of services.
  •  

  • Recommends a sufficient number of qualified and competent persons to provide care.
  •  

  • Determines the qualifications and competence of department personnel who provide patient care services and who are not licensed independent practitioners.
  •  

  • Continuously assesses and improves departmental performance.
  •  

  • Maintains appropriate quality control programs.
  •  

  • Provides for orientation, in service training, and continuing education of all persons in the department with the assistance of the Perioperative Educator(s).
  •  

  • Recommends technical equipment, department maintenance needs, space requirements and other resources needed by the department.
  •  

  • Participates in selecting outside sources for needed services.
  •  

  • Contributes to the development of the philosophy, goals and objectives, and policies and procedures, which meet patient/customer, departmental, and hospital needs.
  •  

  • Actively participates in the strategic planning process for surgical services obtaining and interpreting data from Decision Support, Human Resources and other departments as required.
  •  

  • Demonstrates effective role modeling and mentor-ship to surgical service personnel for perioperative clinical and administrative initiatives.
  •  

  • Serves as a departmental or institutional representative and consults to outside agencies and organizations.
  •  

  • Evaluates research findings related to perioperative nursing and participates in active research initiatives as appropriate.
  •  

    Service

     

  • Demonstrates service excellence behaviors routinely in encounters with all customers, i.e., co-workers, patients, visitors, physicians, auxilians, etc.

    General Responsibilities

     

  • Practices proper safety techniques in accordance with hospital and departmental policies and procedures. Immediately reports any mechanical or electrical equipment malfunctions, unsafe conditions, or employee/patient/visitor injury-accident to Director
  •  

  • Performs other duties as assigned.
  •

    Qualifications

    KNOWLEDGE SKILLS AND ABILITIES REQUIRED

     

  • Graduate of an accredited school of nursing with a minimum of five (5) years experience in perioperative nursing, with at least two (2) years supervisory, managerial, or other responsible nursing experience; or equivalent combination of education, training and experience.
  •  

  •   Excellent written and oral communications skills.
  •  

    KNOWLEDGE SKILLS AND ABILITIES PREFERRED

     

  • Bachelors Degree in Nursing or Health Care Administration from an accredited college or university.
  •  

  • Two (2) years clinical experience in Pre-Op, PACU or ERU.
  •  

  • ACLS or specialty certification.
  •
