[What the role is]
The Next Generation Programme Office (NGPO) in CAAS is seeking a strong, driven, and dynamic engineer to be part of the Info-Centric Air Traffic Management (iATM) workstream.You will be part of the team overseeing the implementation of Next Generation iATM systems, including (but not limited to) flight plan filing and air traffic flow management. You will play a key role across multiple phases of the project lifecycle, such as approvals, procurement, implementation, testing, maintenance, and system enhancements.
Depending on the project phase, you will work with relevant stakeholders to define system architectures, gather requirements, formulate technical specifications, manage procurement processes, and oversee system implementation, commissioning, maintenance, and enhancements in accordance with Singapore Government and applicable international standards (e.g. SG IM8, ICAO). You will also support the implementation of cyber and data security measures and contribute to the safe and efficient management of air traffic in Singapore.
[What you will be working on]
Key responsibilities include:
- Engage internal and external stakeholders to gather project requirements and conduct market surveys, where necessary.
- Design system architectures and formulate technical specifications for assigned project(s).
- Lead or participate in the design of integration solutions between various systems, applications, and databases using APIs, middleware, and other relevant technologies.
- Identify integration issues, work with relevant parties to resolve them, and support the stability and reliability of the integrated systems.
- Monitor the performance of integrated systems and develop test plans for integration solutions.
- Work with Project Managers to seek approvals from the relevant authorities for procurement, system design, technical specifications, and other project matters, as required.
- Work with Project Managers to support timely project delivery in accordance with the approved project plan and budget, while meeting identified operational needs and objectives.
- Identify potential integration risks, assess their implications, and recommend mitigating measures to manage and minimise project delays and impact.
- Review project documents, such as system design documents, site acceptance test documents, and interface control documents, to support project activities and ensure they are delivered in a timely and accurate manner.
- Support the management and enhancement of the system’s cybersecurity posture, including cybersecurity defences and mitigation measures, to meet applicable CAAS, national, and international standards and requirements.
- Engage relevant external and internal stakeholders to support proper system integration and testing for air traffic operations.
- Provide regular project updates to management and highlight potential issues, including proposed resolutions, in a timely manner.
[What we are looking for]
- Trained in Engineering (Computing), Information Technology, Computer Science, or equivalent practical experience.
- Experience in delivering large-scale ICT systems across the project lifecycle, including working with vendors or contractors on design reviews, implementation oversight, testing, acceptance, and operational handover, is preferred.
- Knowledge of cloud system architecture design, system administration, networking, cybersecurity, and the air traffic management domain is preferred.
- Professional certifications such as Solution Architect and/or SysOps Administrator certifications from cloud service providers, Project Management Professional (PMP), Agile Project Management, or Certified Information Systems Security Professional (CISSP) would be advantageous.
- Self-motivated, with a strong sense of ownership and accountability; able to work independently, take initiative, and collaborate effectively as a team player with officers at all levels.
- Good written, verbal, interpersonal, analytical, presentation, and negotiation skills, with a positive attitude and attention to detail.
- Willingness to travel overseas occasionally.
Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance and may be considered for placement on a permanent tenure or subsequent contract renewal.
