The Health and Human Services Agency (HHSA) is seeking qualified applicants for the position of:

Community Health Program Specialist

Interviews for Public Health Laboratory will begin the week of September 8, 2026.
Job offer will be made on or before September 18, 2026. 

Interviews for Tuberculosis Prevention and Care will begin the week of September 8, 2026.
Job offer will be made on or before September 18, 2026.

Some position may have a teleworking and flexible schedule available after an initial training period and as special work projects permit.

Future Salary Increases:

** June 2027 – 3.53% increase to base pay (3% Across-the- Board + 0.53% Market Adjustment)


Community Health Program Specialists provide administrative and technical program support in the areas of community health program planning, development, implementation, monitoring, reporting, and analysis.

There are currently two vacancies.  One position is in the Laboratory of Public Health Services and the other is in the Tuberculosis Prevention and Care unit of the Public Health Services Department.  The list established from this recruitment may be used to fill future vacancies in other departments.


Public Health Services Laboratory

The core function of this position is to provide program, budget, and contract management for the public health laboratory operations.  This role will also lead projects and initiatives that support laboratory priorities.  Additionally, as a Community Health Program Specialist you will coordinate with laboratory leadership, vendors, service provides, and internal partners to ensure contractual obligations are met, operational needs are supported, and opportunities for process improvement, efficiency, and service enhancement are identified.


Tuberculosis Prevention and Care
The Community Health Program Specialist in this position plans, organizes, coordinates, directs, manages, and evaluates a variety of education and outreach activities to increase awareness of Tuberculosis (TB) throughout the region.  Duties include: coordinating program activities with schools and public/private healthcare providers, including hospitals, jails, laboratories, clinics, physicians, community health centers, County Public Health Centers, and Regional Centers; providing administrative support including staff orientation and ongoing professional development support; coordinating program activities in shelters, groups homes and sites where TB screening is recommended; and developing and maintaining the public-facing website content

The starting salary for this position will be based on the candidate’s qualifications at time of appointment.

Hiring Process and Timeline
The timeline for this recruitment is outlined below.
  1. Job Offer and Background Process begins: Shortly after the interviews. 
    Note: Current County employees may be excluded from additional background screening.
  2. Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  3. Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Education and Experience

1. A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in a health or social services field; AND, three (3) years of administrative or program management experience in the health care field; OR,

2. Certification that meets the California State Department of Health Services definition of "skilled professional medical personnel" (e.g., registered nurse, nutritionist, medical social worker, public health educator); AND, three (3) years of administrative or program management experience in the health care field.

Note: Supervisory experience is highly desirable.

Conditions of Employment
As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Evaluation Process
Qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information contained in the supplemental questionnaire.
