Description

Under general supervision of the Utility Maintenance Supervisor in Public Works’ Water Division, or designee, the Water Distribution Technician II monitors and performs water distribution system valve isolations, reuse system valve isolations, operates and repairs flush system components, preventative maintenance, repairs, and installations of city water system apparatuses.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.Essential Job Functions:
  • Reviews/investigates as-built plans, GIS, onsite evaluations to perform water system valve isolations for new construction.
  • Maintains accurate record of valve isolation within the water distribution system.
  • Operates and maintains water system fire hydrants to perform flow test using specialized tools.
  • Operates distribution valves and fire hydrants to perform water distribution isolations, flushing of fire hydrants and blow offs.
  • Performs routine maintenance on automatic flush valves, fire hydrants and main line valves.
  • Inspects fire hydrants and flushers for performance, clogs, turbidity maintenance, etc.
  • Ensures water system components are properly cared for and maintained.
  • Performs maintenance, installation, repair, replacement, and connection/disconnection of utility services, water meters, and sewer and water lines to fulfill work orders and assignments.
  • Organizes tools, equipment and supplies necessary to complete assignments.
  • Performs routine inspections of assigned areas to detect any necessary repairs or hazardous conditions.
  • Performs chloramine and chlorine sample testing.
 
Other Important Duties:
  • Performs the duties of a crew leader in the absence of a crew leader.
  • Provides backup assistance, on-call coverage and support to other City departments as assigned.
  • Travels to attend meetings and training.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.
Knowledge, Skills, and Abilities:
  • Ability to work in small and/or confined spaces.
  • Knowledge of City policies and procedures.
  • Knowledge of general maintenance and repair techniques for water distribution system and reuse system.
  • Knowledge of hydraulic principals, and basic mechanical principals.
  • Knowledge of safe handling techniques of hazardous chemicals and materials.
  • Knowledge of the operation and maintenance of assigned light equipment, power, and hand tools.
  • Knowledge of water systems operating techniques and SCADA operations.
  • Skill in following oral and written communications.
  • Skill in operating assigned equipment and tools.
  • Skill in planning and organizing materials and supplies necessary to complete work orders or daily assignments.
  • Skill in resolving customer complaints and concerns.
 
Education, Experience, and Certifications/Licenses:
  • Must possess High school diploma or GED and two (2) years of progressively responsible maintenance experience or equivalent combination of education and experience that supports the ability to perform the essential functions and/or skills of the job.
  • Must possess or obtain Class C Water Distribution Certification within 12 months of hire.
  • Must pass a pre-employment drug screen, physical agility test, criminal background check and MVR check.  
  • Must possess a valid State of Texas Class A CDL Driver’s License.
Environmental Factors and Conditions:
  • Work is performed in an outdoor environment.
  • May be exposed to moving traffic, extreme weather conditions, hazardous chemicals, fumes, heights, confined spaces, trenches, air, and water borne pathogens, body fluids, infectious diseases, rodents, and insects.
Physical Demands:

  • Balancing – maintain equilibrium to prevent falling while walking, standing, or crouching.
  • Climbing – ascending, descending ladders, stairs, ramps, requires body agility.

  • Crouching – bending body forward by bending leg, spine. 
  • Feeling – perceiving attributes of objects by touch with skin, fingertips.
  • Fingering – picking, pinching, typing, working with fingers rather than hand.

  • Handling – picking, holding, or working with whole hand.
  • Hearing 1 – perceiving sounds at normal speaking levels, receive information.
  • Kneeling – bending legs at knee to come to rest at knees.
  • Lifting – raising objects from lower to higher position, moving objects side to side, using upper extremities, back.
  • Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning. 
  • Pulling – use upper extremities to exert force, haul, or tug.
  • Pushing – use upper extremities to press against objects with force, or thrust forward, downward, outward.
  • Reaching – extending hands or arms in any direction.
  • Repetitive Motion – substantial movements of wrists, hands, fingers. 
  • Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely. 
  • Standing – for sustained periods of time.
  • Stooping – bending body downward, forward at waist, with full motion of lower extremities and back. 
  • Talking 1 – expressing ideas by spoken word.
  • Visual Acuity 1 – prepare, analyze data, transcribing, computer terminal, extensive reading.
  • Visual Acuity 2 – color, depth perception, field of vision.
  • Visual Acuity 3 – determine accuracy, neatness, observe facilities/structures.
  • Visual Acuity 4 – operate motor vehicles/heavy equipment.
  • Visual Acuity 5 – close acuity for inspection of small defects, machines, use measurement devices, or fabricate parts.   
  • Walking – on foot to accomplish tasks, long distances, or site to site. 
Work Environment:
  • Heavy work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
