Description
The Vice President & Chief Financial and Business Officer is a senior leadership position that directs and oversees all aspects of the financial and business services functions within the college. This position serves as a liaison with outside agencies such as the North Carolina Community College System Office (NCCCS), Office of State Controller, Office of the State Auditor, and the Wake County Budget Office. This role provides executive leadership for long-range financial planning, budget strategy, capital/resource allocation, risk management, and business operations in support of a large, multi-campus institution with significant enrollment, workforce, and community impact.

*As a member of the Executive Leadership Team reporting to the Executive Vice President and Chief Operations Officer, advise on budget status and procedures in a transparent manner, as well as monitor budget and cash needs for the college
*Safeguard the reputation of the college through ethical and fiscally sound financial practices that provide access to higher education supporting upward economic mobility for the students of Wake County
*Provide leadership and oversight for the Financial and Business Services divisions which include Accounting, Payroll, Budget, Business Operations, Risk Management, and Environmental Health and Safety
*Mentor members of the Executive Leadership Team in budget management that supports the college’s strategic plan and the one college model
*Oversee the preparation of and monitor budgets for state, county, and institutional funds
*Lead the completion of year-end budget closeout to minimize reversion of funds
*Provide oversight for a complex, multi-source institutional budget, including state, county, tuition and fees, grants, capital, and institutional funds, ensuring alignment with the College’s strategic priorities and long-term financial sustainability
*Lead long-range financial forecasting, scenario planning, financial modeling, and return-on-investment analysis to support major institutional decisions, enrollment growth, workforce development, and program expansion
*Oversee internal controls and implement adjustments to accommodate changes in operational procedures
*Oversee the preparation of reports required at the North Carolina Community College System level
*Oversee the annual EAGLE Internal Control Audit
*Review and provide oversight of preparation of annual Financial Statements
*Prepare resolutions and documentation for Board of Trustee meetings
*Communicate complex financial information clearly and strategically to the Board of Trustees, senior leadership, county partners, NCCCS, auditors, and other external stakeholders
*Review and approve full-time and part-time position requests in support of institutional workforce planning efforts and sound financial stewardship
*Lead modernization of financial systems, business processes, reporting tools, automation, and customer-service practices to improve transparency, efficiency, accountability, and service to the College community
Provide oversight of the annual salary increase process for employees
Review new grant budgets to verify accuracy and entirety
Serve on various internal and external committees
Knowledge, Skills & Abilities:Thorough knowledge of accounting, finance, procurement, and risk management principles including applicable federal, state and local laws and regulations
Strong knowledge of financial statement preparation and reporting
Ability to develop and maintain effective working relationships at all levels of the College
Strong problem solving and organizational skills
Ability to provide strategic guidance and effectively communicate complex financial information to senior leaders
Demonstrated ability to lead enterprise-level budgeting, financial forecasting, operational risk management, and cross-functional business services in a large, complex, multi-campus organization
Intermediate to advanced proficiency in MS Excel
Minimum Requirements:
Bachelor’s degree in accounting or business with Certified Public Accountant licensure OR Master's degree in a related field OR combination of education, experience, and licensure demonstrating high performance
Ten years progressive experience in finance, accounting, or business services including responsibility for operations, budgets, and long-range planning in a large, complex organization with responsibility for multi-fund budgeting, audit and compliance, executive-level reporting, and stewardship of significant institutional resources
Five years experience managing large, high performing teams
Preferences:
Executive leadership experience in a higher ed, non-profit, or governmental environment
