Description
Responsible for managing, coordinating, and implementing GIS technology for the entire city, including data creation and maintenance of GIS data as well as ensuring timely and accurate deliverables for internal and external partners. Creating and implementing division policies and procedures and providing technical training for staff to ensure compliance and optimal use of available tools. Independent judgment, discretion and due diligence must be consistently exercised in the performance of the job duties and responsibilities. - Manages, coordinates, and implements GIS technology for the entire city, including Utilities, Development Services, Emergency Managements, and Public Safety.
- Maintain all software and operating systems through updates, patches, and configurations.
- Maintains data integrity through the use of modern backup solutions, including monitoring and testing of all backups on a scheduled basis.
- Administers and maintains all City controlled aspects of ArcGIS Enterprise.
- Supervises and manages GIS staff with daily responsibilities, resolving employee concerns and problems, supporting professional development, and completing employee performance evaluations.
- Develop and implement GIS process engineering, training, and utilization to empower end users across the city.
- Write specifications, including Standard Operating procedurces, related to implementation, modernization, and maintenance of GIS.
- Identifiy, analyze, and resolve technical GIS issues and involving New Edge, ESRI, Trimble, City IT, and other support teams when solutions can not be found independently.
- Work with staff to determine spatial needs and implement necessary current and future applications and processes.
- Lead GIS projects involving staff members from various departments, including Development Services and Public Safety.
- Establish policy and monitor compliance with local and state regulations related to GIS data, access, storage, and destruction.
- Maintain the GIS and as-build data records for the City and coordinate Open Records Request data.
- Identify and implement new tools and trainings to improve efficency of the deparment.
- Design and deliver maps, databases, spreadsheets, graphs, and GIS applications using ESRI and New Edge products and other available tools.
- Oversee the addressing process and interact directly with external and internal sources for data collection.
- Develop and maintain excellent working relationships with ESRI, New Edge, and Trimble.
- Support administration and improve integration of existing CityWorks, Tyler, Trimble, and ESRI softwares and contracts.
- Maintains up to date job knowledge and improve Denison’s presense in the GIS field by participating in educational opportunities, including annual conferences, professional development, and networking.

- Ability to communicate both orally and in writing using English grammar, punctuation, and spelling.
- Ability to understand and carry out oral and written instructions.
- Working knowledge of multiple operating systems for servers, desktops, and mobile devices.
- Working knowledge of network design and implementation.
- Ability to work without continual supervision.
- Strong knowledge of Microsoft Office Applications skills, including Excel, Outlook, and Word.
- Experience with Python/JavaScript/HTML or other scripting languages.
- Experience with modern ESRI programs, including ArcGIS Online, and ArcGIS Enterprise.
- Ability to effectively supervise and support professional development of subordinates.
- Strong organization, verbal communication skills, written communication skills and time management skills
- Ability to effectively interact with all levels of co-workers, management staff, residents, and stakeholders
- Ability to occasionally work outside of regular business hours as needed.
- Ability to maintain punctual and regular attendance.

MINIMUM REQUIRED QUALIFICATIONS
- Must have a valid driver’s license with driving record sufficient for coverage by City’s auto liability carrier.
- Bachelor’s Degree in Geography, GIS, or Computer Science, or 48 semester hours of coursework in a related field.
- Four (4) years of full time work experience in the GIS or a related field with heavy GIS use (computer science, data science, geomatics, survey).
- National Incident Management Systems (NIMS) Incident Command System basics certificates or ability to complete within 12 months of hire.
- Additional years of experience in GIS and supervisory roles in lieu of education requriements.
- Supervisory experience in the GIS or related field.
- Experience with Python/JavaScript/HTML or other scripting languages.
- Experience with Microsoft PowerBI.
