[What the role is]

The Industry & Technology Collaboration Department (InTeC) drives the growth of water technologies and supports the internationalisation of Singapore's ndustry across municipal water, industrial water, and coastal protection domains. Our mission is to accelerate the translation of discoveries from laboratory to industrial application, and to position Singapore's water and coastal protection industry for success in global markets through technology and industry promotion, and through strategic international engagement that safeguards and advances Singapore's national interests.

You will be part of the Technology Collaboration Division within InTeC, working across two key areas. The first is promoting water technologies to potential adopters in the water industry and adjacent sectors. The second is building and stewarding Singapore's international water relationships, cultivating strategic partnerships with foreign governments and utilities, advancing Singapore's positions in multilateral forums, and leveraging these relationships to enhance PUB's operational excellence and open doors for Singapore's water industry globally.

Objectives:
a. Promote Singapore water technologies and companies for export and identify opportunities to showcase capabilities.
b. Support PUB mission through engagement of like-minded utilities and organisations.

[What you will be working on]

Your responsibilities include:

A. Technology & Industry Promotion

  • Engage start-ups, SMEs, Institutes of Higher Learning (IHLs), Research Institutes (RIs), and other stakeholders (i.e. Singapore Water Association, water investors/accelerators, EnterpriseSG) in the water space regularly to understand their specific interests and assist in their efforts regarding commercialisation, translation and scaling up.
  • Identify potential water technology adopters locally and overseas, as well as identify potential uses of the technologies in adjacent industries.
  • Leverage Government-to-Government and multilateral development bank relationships to identify opportunities for the water industry.
  • Promote technologies and the industry to international delegations during hosted visits and international training programmes.
  • Engage international delegates at the Singapore International Water Week to profile technologies and promote the industry.
  • Support the development of Municipal, Industrial Water and Coastal Protection industry domains. 
  • Support PUB projects such as the Innovation Budget or Water Technology Advisory Panel

B. International Engagements

  • Represent PUB at international forums to advance interests in international settings.
  • Develop and manage strategic partnerships with foreign governments, utilities, international associations, and international organisations, including the negotiation and management of formal agreements such as MOUs.
  • Coordinate with MFA and other government agencies to align PUB’s international positions with broader WOG objectives.
  • Maintain a network of foreign counterparts and facilitate high-level visits and delegations including preparation of programmes and briefing materials.
  • Track trends in water and coastal protection sectors.
  • Coordinate technical assistance and knowledge sharing programmes with partners to build PUB’s expertise in water and coastal protection domain and the nation's reputation.
  • Maintain oversight of PUB's subsidiaries and coordinate between PUB and the subsidiaries on key initiatives, such as the Singapore International Water Week, to ensure alignment of objectives and seamless execution.

[What we are looking for]

  • Candidates with a degree in Arts or Engineering are preferred, though we welcome applications from all relevant disciplines.
  • Relevant work experience in technology commercialisation, industry promotion and international relations would be an advantage.
  • Demonstrated ability to work independently and an excellent team player.
  • Motivated and meticulous individual with good project management skills and able to work with tight deadlines.
  • Strong interpersonal and stakeholder engagement skills.
  • Good command of written and spoken English.
  • Ability to travel.
