Description

Under general supervision, collects delinquent tax revenues and business license payments. Processes current business license and tax payments.  Assures compliance with municipal code in the issuance of business licenses and other related licenses and regulatory permits.

Processes business license and tax payments made by check and credit card daily into Citizenserve and deposit checks electronically into the bank or prepares for bank deposit. Reviews and approves journal entries for posting into Tyler .Processes refunds and penalty waiver requests. Ensures lodging, sales and all other business licenses and taxes are properly reported and collected. Audits alcohol license and vapor tax holders. Performs Liquor Tax audit by comparing monthly ABC liquor reports and payments received by mail. Audits business license fees owed and tax delinquent invoices.

Final review of business license applications and issues invoices for payment. Ability to back-up all positions, if needed. Back-up to Revenue Supervisor.

Compiles program information and prepare reports.  Provides statistical and general license information to the public, city departments and other government agencies.

Performs related administrative tasks, maintains records of City revenue, audits preparation of paperwork on refunds and signs as final approval prior to supervisor approval, composes correspondence, coordinates mailout notices throughout the year, generates routine revenue reports, processes deposits, and enters and posts in accounting system.

Update business listings, forms, applications and other information on the city website. 

 Education and Experience:

Bachelor’s degree in accounting or related field preferred; and/or Three to four years of related experience; or

Any combination of education, training and experience which provides the required knowledge, skill, and abilities to perform the essential functions of the job.

LICENSES AND CERTIFICATIONS:
Alabama Local Tax Institute of Standards and Training-DesiredKNOWLEDGE, SKILLS, AND ABILITIES:

 Knowledge of:

Principles and practices of accounting. Principles and practices of municipal taxes.

Recordkeeping, report preparation, filing methods and records management techniques. Standard business arithmetic, including percentages and decimals.

General office procedures, policies and practices, as well as basic knowledge of computers and other general office equipment.

All computer applications and hardware related to performance of the essential functions of the job. City policies and procedures.

Municipal codes, policies and regulations governing license and permit programs.

Research techniques for business activities to assure compliance with license and tax requirements.

Skill In:

Implementing knowledge of record keeping and accounting practices.

Using tact, discretion, initiative and independent judgment within established guidelines. Researching, compiling and summarizing a variety of informational and statistical data and materials. Communicating clearly and effectively, both orally and in writing.

Organizing work, setting priorities, meeting critical deadlines and following up on assignments with a minimum of direction.

Interpreting and applying licensing rules and regulations and City policies and procedures. Establish and maintain effective working relationships with co-workers and the public.

Communicating orally and in writing with internal staff, citizens and other departmental staff to give and receive information in a courteous manner.

While performing the essential functions of this job the employee is regularly required to sit, stand, walk, use hands to finger, handle, or feel, keyboard, reach with hands and arms, and speak and hear; and occasionally lift, carry, push or pull objects weighing up to 10 pounds.

Working Conditions:

Work is performed in a normal office environment with little exposure to outdoor temperatures or dirt and dust. Working conditions are typically moderately quiet.
